The Production Logic And Spatial Governance Strategy Of Urban Community Public Space

At the Fifth Plenary Session of the 18 th Central Committee of the Communist Party of China,it was first proposed to strengthen the construction of space governance system and promote the modernization of national governance system and governance capacity.Urban community public space is the basic field of urban space,which is the "container" carrying power subject,social subject,market subject' actions and residents' daily life.The combination of community public space and community governance can effectively solve the governance dilemma and meet the needs of high-quality life of community residents.Taking the participatory garden construction of Q community in Qingdao as an example,this paper explores the production logic and space governance strategy of urban community public space,which is conducive to the construction of community public space order and the improvement of community governance level.Q community in Qingdao is a typical old community.Through the field investigation,it is found that there are some space disorder phenomena in the community,such as messy environment,private occupation of public space,lack of public spirit and community conflicts occur frequently.Since 2018,Q community has carried out community participatory garden construction activities.Under the guidance of the community party committee,it has introduced social organizations to excavate community projects,cultivated community self-organization,and integrated local enterprises and other market entities to participate in space governance activities together,achieving good results.Based on the theory of space production and meta governance,this paper constructs the analysis framework of urban community public space governance.From the triple attributes of the physical,spiritual and social of community public space production,as well as the three dimensions of power,society and market subject of community public space governance structure,this paper analyzes the production logic and space governance strategy of public space in Q community.Based on Lefebvre's theory of space production,the process of public space governance in Q community is the production process of physical space,spiritual space and social space.The production of physical space is reflected in the community garden occupies a certain physical space,and this space is constructed by the space practice of multiple subjects.The production of spiritual space is reflected in the establishment of professional and authoritative discourse system by community party committees and social organizations,and the inclusion of deliberative democracy in the decision-making process to promote the implementation of projects.The production of social space is based on the diversity and change of social space,starting from the imagination of community residents' daily life,symbolizing the spatial memory and giving it emotional support.In the process of public space governance of Q community,different subjects have different governance and action strategies.The community party committee organizes and mobilizes and links resources in the process of project implementation;The sub district office provides material and spiritual incentives to the community through formal or informal ways to promote the implementation of the project;Community party committees purchase the services of social organizations and use the professional advantages of social organizations to excavate public issues and design projects;Part of the community residents participate autonomously,but most of them only participate selectively and only pay attention to public matters involving their own interests;Property management company maintain a low degree of participation based on profit orientation.In order to complete political tasks and obtain higher income,enterprises in the region maintain a high degree of participation,but have the characteristics of compulsory voluntary performance.In order to improve the effectiveness of urban community public space governance,from the perspective of public space governance structure,it is necessary to build the community public space governance system under the leadership of the party committee;from the practice of public space production,we can shape the community public space through daily life narrative;from the perspective of the concept of public space governance,we should advocate the value concept of people-oriented space governance.
