Research On The Optimization Of Rural Area Autonomy From The Perspective Of Governance

As an important part of rural grassroots autonomy,area autonomy is also an important part of realizing the modernization of grassroots governance.Under the social background of the modernization of national governance and the comprehensive implementation of Rural Revitalization Strategy,exploring different forms of district governance mode in order to protect the dominant position of the majority of villagers and improve the level of villagers’ autonomy has become the due meaning of the development of grass-roots autonomy.Focusing on the topic of “how to optimize the rural autonomy of the district”,taking the construction of the “rural household head system” in D Street of Xi’an City as a case,and through interviews,questionnaire surveys and case analysis and other research methods,it summarizes and analyzes the "rural household head system" in this street.On the basis of the operating status of the “system”,it deeply excavated and analyzed the actual motivation behind its autonomous practice exploration mode and the results achieved.Through investigation and research,it is found that the practical exploration of the “rural household leader system” in D Street has effectively supplemented the village autonomy,but there are still incomplete supporting systems,frustrated villagers’ enthusiasm for participating in governance,and prominent problems in the structure of household leader teams and insufficient governance efficiency in each village and many other problems.The emergence of these problems is inseparable from the failure of the design of the supporting system to properly introduce the needs of villagers,the limited power of governance subjects and the unobvious status,the lack of guidance and process supervision of the grassroots government,and the differences in comprehensive development strength between villages.On the basis of fully absorbing the existing research results and comprehensively considering the reality of local governance,the author believes that to optimize the practice of regional autonomy,we must start from three aspects:one is to improve the system construction,and to guide and intervene in a timely manner;the other is to stimulate the vitality of villagers’ participation,To ensure the status of governance subject;the third is to promote the economic development of the village and enhance the comprehensive governance capabilities.These optimization measures all contribute to the better performance of the autonomous governance function of the district,so that it can play a better practical basis.At the same time,only through these efforts can the district autonomy be able to eliminate the plight of villager autonomy in practice to the greatest extent.To provide the greatest possibility for the sustainable development of grassroots governance modernization.
