Research On The Roadmap For Military Construction Planning Based On Programme Management

Research on the military construction planning roadmap’s content framework and theoretical method,is the foothold of the current military strategic planning work.The major objective of the roadmap is executing the action route and specific arrangements according to the planning outline,and improving the overall quality and benefits of the implementation.The roadmap should closely follow the strategic objectives and steadily implements the contents of the deployment plan.How to compile a roadmap requires advanced scientific theories and methods to derive innovation and technological advancement.This thesis aims at the objectives and tasks for the implementation of the roadmap for military planning and implementation and tries to use the comprehensive theoretical methods of systems science and operations research to solve various types of problems,such as environment and goal assessment,resource priority evaluation and schedule optimization,from the perspective of programme management.In addition,countermeasures and suggestions for research and application of roadmaps and methods are proposed.The main contribution of the thesis is as follows:Firstly,the relevant experience gained by the past research and practical roadmap for the foreign military was systematically summarized.In the beginning,a brief review of the roadmap development history was presented.Then,based on the summarizing of relevant experience and achievements,the characteristics of the development of our military’s information construction roadmap are generated.Finally,several enlightenments are proposed from the foreign military practical experience for roadmap implementing.Secondly,the theoretical basis and design research framework of the roadmap were analyzed and discussed based on the programme management.The programme management theory can meet various requirements,such as large system scale,complex structure,high standard,and multi-project arrangement.Based on the programme management,the theoretical basis of the roadmap and research framework design are developed.Thirdly,methods for the solution of various problems at each stage of the roadmap preparation are investigated.Focusing on the main concerns in the preparation of the roadmap,the programme management theory is employed as the main guiding rules,and comprehensive methodological tools are utilized to analyze the research the roadmap’s environment and goal assessment,resource priority evaluation,and schedule optimization.Finally,the roadmap’s countermeasures and suggestions for the practical application of roadmap for military planning execution and promotion.Based on the above research contents,and the management patterns and work characteristics of our military’s various construction projects,five suggestions for the utilization of roadmap developing method are proposed.Based on the above investigation,we have explored the framework structure and constituent elements of the roadmap for the implementation of the military plan,introduced comprehensive planning management theories and methods,provided theoretical guidance and technical support for the preparation of the roadmap,and demonstrated that the roadmap method and programme management can become decision basis and technology platform for national defense and military building.
