Research On The Evaluation Of The Business Environment In Inner Mongolia Under The Background Of "delegating Power, Delegating Power And Improving Services"

In 2020,on the video conference themed “deepening the reform of streamlining administration and delegating power,improving regulation and upgrading services to improve the business environment”,Chinese Premier Li Keqiang emphasized that the reform should be continuously advanced and business environment improved to further invigorate all market entities and drive stronger growth.In recent years,the Party Committee and Government of the Inner Mongolia Autonomous Region has closely followed the pace of the country,taking the reform of decentralization,regulation and service as a powerful tool to transform government functions,and has introduced several policies and measures to further improve the quality and level of services and promote the continuous optimization of the business environment.The business environment is a concentrated expression of the regional economic soft power and comprehensive competitiveness.The current business environment in Inner Mongolia has become a prominent issue that is strongly reflected by market players and affects the image of the region.To solve this problem,we must first establish a region suitable for the region.The business environment evaluation index system of China,through the evaluation to find the shortcomings of the business environment is the key and basis for optimizing the business environment in the region.This article uses economics and new public management theories to evaluate the development status of Inner Mongolia's business environment under the background of “decentralization,regulation and service”.In the four aspects of economic environment,innovation environment,and public environment,a set of business environment evaluation index system suitable for Inner Mongolia has been established.The business environment of 12 league cities is evaluated by the TOPSIS advantage and disadvantage solution distance method.According to the evaluation results Empirical analysis is conducted from four sub-indices and three levels of excellent,good,and general in each league and city.From the analysis results,among the four indicators,the decisive role of the government affairs environment is prominent,the overall score of the innovation environment is the lowest,and the problem of uneven regional development is prominent.Based on the evaluation results,find out the problems facing the development of the business environment in Inner Mongolia,and propose relevant optimization paths to provide a reference for optimizing and improving the business environment in the region.
