The 19 th CPC national congress proposed that "socialism with Chinese characteristics has entered a new era",and took "effective governance" as one of the general requirements for the implementation of the strategy of rural revitalization,opening a new journey of governance in grassroots in the new era.Over the past 40 years of reform and opening up,the economy and society of ethnic minority areas have achieved leapfrog development and social governance has reached a new level.However,the economic and social development of ethnic minority areas is now facing severe challenges at home and abroad.Looking from the international situation,the world is being in the period of great development and change.The economic recovery of the world remains uncertain,local conflict and unrest often take place,trade protectionism is rising,the plobloms such as the gap between rich and poor terrorism,geopolitical conflict,security threats emerge in endlessly."Democratic deficit","governance deficit" and "development trap" have become more obvious.In view of the domestic situation,China has entered a storm and crucial period of reform and opening up.The complexity of reform is unprecedented,developing duty is very difficult,chellenge is extremely gravity.And the problem that the insufficient imbalance developing of the ethnic minority areas is specially outstanding.Facing the new situation at home and abroad and the political and economic development trend of information globalization,how to enhance the level of governance ability of leading cadres at the grass-roots level in national regions,realize the role of grass-roots cadres to adapt to the international changes,national development and people's needs,has become the major issue of our country grass-roots social governance need to be solved in the present and a long historical period in the future.Entering the new era,the principal contradiction in our society has been transformed into the contradiction between the people's ever-growing need for a better life and unbalanced and inadequate development.The new era will be a period in which the pain points of grassroots governance will be highlighted and a period in which highlights will be generated.Xi Jingping said,"Grassroots is the foothold of all work,and the focus of social governance must be implemented in urban and rural areas and communities",“propeling the focus of social governance down to grassroots” and fastening the progress of the modernization of rural governance.The management level of grass-roots in national regions is different from which of the developed areas and other regions.It needs the "two-wheel driven" from our country and regions.That is to say the governance in grassroots needs the support of national policy in national regions and the promote from the good governance structure of ethnic minority areas and governance capacity.And the push especially needs high level governance ability of leading cadres to complete.The leading cadres at the grass-roots level in ethnic minority areas is the main force for promoting grass-roots society in national regions,as an important part of the party and government leading cadres across the country.It bears the important task in “the rural governance system of sound autonomy,rule of law and the combining of rule of virtue and law".Whether the governance ability is strong not only directly relates to whether the grassroots regime consolidation and stability,but also affects the overall goal's comprehension of deepen reform in our country and the realization of national governance modernization.However,what about the governance ability of grassroots leading cadres in ethnic areas ? What is the fundamental problem to be solved in promoting the modernization of grassroots governance in ethnic areas? These questions remain unanswered.This paper holds that the improvement of the governance ability of grassroots leading cadres in ethnic areas is the fundamental solution to the modernization of grassroots governance in ethnic areas.Therefore,it is of great theoretical and practical significance to study how to improve the governance ability of grassroots leading cadres in ethnic areas in the new era.The object of this study is the governance ability of the township(street office)and the following grassroots leading cadres under the jurisdiction of the county(district,city)in minority areas.In order to highlight the pertinence and timeliness of research,find out the status quo and level of the governance ability of leading cadres at the grass-roots level in national,this article selects the grassroots cadres' management ability of several villages and towns(streets)in guangxi congzuo city and rural as research objects and typical cases,mainly because Chongzuo city of guangxi is the most concentrated national minority,the frontier minority areas,the multi-ethnic populated areas,the area of poor population concentrating.It has a special geographical features and national characteristic and history characteristic.Its contradiction at the unbalance and insufficiency of economic and social development is protruding.The governance environment is complicated,the mass' cultural basis is low,the grassroots cadres' population characteristics is obvious,the cultural level is not high,the governance concept lags behind,the sense of coordination and co-governance is weak,the sense of public service is not strong,the ability to coordinate rural economic development is not strong,and so on.The investigated objects is typical in the grassroots cadres in ethnic regions.Through the deep and comprehensive study of this case,the author hopes to summarize the experiences and rules for improving the governance ability of grassroots cadres in ethnic regions.It is not only a practical but also a theoretical problem to realize the improvement of the governance ability of grassroots leading cadres in ethnic areas.From the reality,put forward the governance ability of leading cadres at the grass-roots level of ascension in national regions is based on the real situation of the management ability and the level of leading cadres at the grass-roots in the minority areas.The governance ability of leading cadres at the grass-roots is lagging and not strong,not being able to get up with the times at management concept and mode,facing with resistance ability of the governance and its modernization,compared with the han nationality of leading cadres and the cadres in developed regions,due to the historical development in national regions,the natural environment,the education degree and the influence of various factors such as poor communication with the outside world.From a theoretical point of view,most studies of governance ability got the high-level cadres management ability as the research object,and gradually formed a set of relatively complete theoretical system,but the attention on the ability of leading cadres at the grass-roots level management in national regions is not so much,lack of systematic theory research achievements and the formation of theory system.So,to advance the level of the governance ability of leading cadres at the grass-roots in national regions of ascension is a complicated system engineering,it not only needs to be done in theory,find out the restriction of internal mechanism,influence factors and the deep reasons,and then form more complete and systematic theory,understand the present situation of the governance ability of leading cadres at the grass-roots level in national regions more accurately comprehensively from the actual,find out the operational solution,ways and measures.That is the subject of the paper,also is the main task of the research and writing papers.Based on the understanding and grasp of the current problems in the governance ability of grassroots leading cadres in ethnic areas,through in-depth theoretical research and in-depth empirical research,the main content and overall framework of this paper is as follows:The introduction is the starting point and cornerstone of the thesis.This part emphatically introduces the research background,research purpose and significance,research status at home and abroad about promoting the ability of leading cadres at the grass-roots level management in national regions in new era,tells the overall framework,the paper research content,research ideas and research methods,introduces the main ideas,the innovation of paper and the difficult on the basis of consulting a large number of relevant literature.Chapter one: concept definition and analysis.Mainly from the reality of governance ability of leading cadres at the grass-roots level in national regions,defining related core concepts of the ability of leading cadres at the grass-roots level governance in national regions,to clarify the difference of the concept of governance and management,rule,clarify the management ability and the difference between the leadership and ability to govern,analyses the characteristics and difference between the ability of leading cadres at the level of governance.From the perspective of general theoretical analysis,this chapter completes the theoretical abstraction of "what" and "how" of the governance ability of grassroots leading cadres in ethnic areas.Chapter two: theoretical interpretation: the ideological basis of the study of cadre governance capability.It focuses on the arrangement of the main idea of marxist theory of cadres management ability,the ancient Chinese official governance capabilities as well as western countries about administrative officials governance ability,mined and finished the marxist theory of governance ability of leading cadres,officials governance thought in ancient China and western countries on administrative officials governance theory,laid a theoretical foundation for the study.Chapter three: the current situation elaboration: the ecology and analysis of the management ability of grassroots leading cadres in minority areas.On the basis of theoretical analysis in general,from the reality of governance ability of leading cadres at the grass-roots level in national regions,it analyzes the ethnic areas of grassroots governance environment and governance conditions,reveals the characteristics of the group of leading cadres at the grass-roots level in national regions and governance characteristics,comprehensively analyses the new era of national regions of leading cadres at the grass-roots level governance structure,points out the core elements of governance ability of leading cadres at the grass-roots level in national regions and the basic components,puts forward to promote national region of leading cadres at the grass-roots level management ability the necessity,basic demand and reconstruction in the new era,make matting for the following empirical analysis.Chapter four: empirical analysis: the empirical analysis of the governance ability of grassroots leading cadres in ethnic areas(I).Based on the above theory and analysis of the current situation,this paper carried out an empirical study on the governance capacity of grassroots leading cadres in ethnic areas.Through empirical study,It not only verified the previous chapter,but also analysed the leading cadres at the grass-roots level in ethnic areas reality,the basic situation of the governance ability present situation and achievement on the detailed,and then,understood the commonness and difference of the governance ability of leading cadres at the grass-roots level in the ethnic minority areas,foud out the current national regions main problems of governance ability of leading cadres at the grassroots level to provide realistic material and research basis for this study.Chapter five: finding reasons: empirical analysis of the governance ability of grassroots leading cadres in ethnic areas(II).On the basis of investigation and analysis,the paper found out the restrictive factors that affect the improvement of the governance ability of grassroots leading cadres in ethnic areas.Which include that structure of main body competence is not balanced,the main body core governance capability is not strong,ability evaluation defect,cadre governance performance evaluation system is not perfect,the subject of governance is fragile,cadres should not allocate power,responsibility and interests properly;Obstruction of governance capacity improvement: the problems and factors in five aspects,such as the imperfect system and mechanism of capacity building,so as to provide reasons and basis for improving the governance ability of grassroots leading cadres in ethnic areas in the new era.Chapter six: exploration on countermeasures: the countermeasures to improve the governance ability of grassroots leading cadres in ethnic areas in the new era.This paper put forward countermeasures and paths to improve the governance ability of grassroots leading cadres in ethnic areas on the problems and restraining factors to the governance ability of grassroots leading cadres in ethnic areas in the new era,on the basis of theoretical research and practical analysis,from the dimension of practical application,including strengthening leading factors: establishing modern governance concept;Improve the main ability: improve the level of cadres' governance ability;Standardizing performance evaluation: improving the cadre governance performance evaluation system;Optimizing cultivation factors: creating an environment for improving cadres' governance ability;Perfect system mechanism: the train of thought that builds the safeguard mechanism that promotes cadre management ability completely and so on,which has five kinds of thinking and countermeasure.This paper attempted to construct a new mechanism for governance and performance appraisal of local party committees and government departments in line with the reality of ethnic regions,and focused on improving the governance ability and quality of grassroots leading cadres in ethnic regions,so as to smoothly promote the modernization of governance ability of grassroots leading cadres in ethnic regions.The main innovation of this paper is reflected in two aspects: the first is to carry out empirical investigation and analysis.To ascend a more comprehensive and in-depth analysis and research to the group characteristics,governance capabilities,the ability to demand status and the influencing factors of restricting the management ability of leading cadres at the grass-roots level in ethnic areas,with the help of the management theory and the cadre management related theory,on the basis of guangxi congzuo city research,through the design of a scientific research and open questionnaire interview outline of investigation,on the basis of investigation of first-hand information.Based on this,it advanced the countermeasures and stream of thoughts about how to promote grass-roots cadres' management ability in new age.In the process of research,I not only collected and researched the data that is needed with the classical method of questionnaire survey,but also carried out deep interview research to different kinds of objects,aiming at the need of further study.I also mined the deep roots of problems about the management ability of leading cadres at the grass-roots in national regions,to provide the basis of a persuasive to explore enhance the ability of leading cadres at the grass-roots level management in national regions and the path.The second is academic innovation.This study put the build of the cadre governance capacity into the context of the modernization of national governance capacity,and proposed four key points and strategies to improve the governance capacity of grassroots leading cadres in ethnic areas in the new era,on the basis of empirical research and case interviews,according to the practical difficulties and problems.Build "can" – to strengthens the modern management idea on the ability of management of grassroots cadre.Strong "ability" – to build the model of cadre governance ability.This paper summed up how to improve the leading,practical and innovative ability of grassroots leading cadres in ethnic areas,and built a scientific and practical application model such as collaborative governance ability and responsive governance ability.Promote "capability"--to build a assessment system on governance capability and optimize the environment for improving the governance capability of cadres.Improve "ability" –to establish the development mechanism,communication and sharing platform,supervision and accountability and competition incentive mechanism about the governance ability of leading cadres in grassroots and so on,with a certain degree of unique and innovative.In short,the development of The Times and the promotion of the strategy of rural revitalization put forward new requirements for the governance ability of grassroots leading cadres in ethnic areas,and also put forward new challenges for the building of the ability of leading cadres in grassroots in ethnic areas.In particular,under the new requirements of comprehensively deepening reform and modernization of national governance capacity,there are still many problems and deficiencies in the governance capacity of leading cadres in grassroots in ethnic areas,which not only affect the modernization of rural governance system and governance capacity,but also affect the quality of life of people in grassroots in ethnic areas.Therefore,the leading cadres in grassroots in ethnic areas should adapt to the new requirements of The Times,keep up with the pace of development of The Times,pay attention to improving governaning ability,establish the people-centered governaning concept and principle,and constantly provide better public services for the masses in ethnic areas.
