efforts of the Base City Committee provided human,financial and technical preparations for the development of all aspects of the work in the occupied cities.Underground parties secretly carried out anti-Japanese war propaganda and organized development among the various strata and groups in the occupied cities,which not only accumulated strength but also accumulated experience.After the establishment of the Ministry of Urban Construction around 1944,urban work was elevated to the same level as work in the base areas.The entire party and the masses were mobilized to find all available relationships,and efforts and determination were made to mobilize cadres to send in.Preparations to capture enemy cities and traffic arteries.In particular,it actively promoted and developed organizations in the puppet army,the police,and the labor force of workers,and did a lot of work to counterattack cities.With regard to the selection of cadres and the search for relationships,the ideology of the party committees in the base areas not paying attention to the relationship between cadre selection and contributions was corrected.The number of cadres to be transferred and their proportion in the total number of cadres are specified to ensure that the cadre team working in cities has a certain size.Mobilize the entire party and the masses to contribute to urban relations,and rely on the base areas to carry out publicity and education for migrant workers and returnees who are on holiday to develop relationships in a large amount.It has built a broad bridge for the rapid development of urban work.In terms of training,education,and dispatching,in response to various impure motives for sending cadres,the urban labor department carried out ideological cadres,the base and city engineering departments dispatched a large number of cadres to enemy-occupied cities.Through various social relations,they entered the hostile institutions,schools,and factories,disseminated seeds,took root,and showed strong vitality.In terms of obtaining urgently needed materials,industrially needed goods that cannot be produced in the base area,such as medical equipment,communication equipment,machinery and equipment,need to be purchased from cities.The underground party has carried out the united front work flexibly,used social relations and Japanese puppet organizations,and covered secret procurement networks and transportation stations.It has continuously provided important materials to the base areas and promoted the construction and development of the anti-Japanese base areas.In terms of transporting people,universities and factories in the occupied cities have a large number of knowledgeable youth and skilled workers.Under the underground party's propaganda and secret organization,many young students and workers have participated in the anti-Japanese struggle in the base areas and contributed to the national liberation of the Chinese nation power.In terms of obtaining information,cadres surveyed some factories,mines,schools,and companies in the occupied cities.The investigation and understanding of the living standards,political attitudes,and resistance of workers,students,citizens,and other strata provided the basis for sending targeted cadres for targeted propaganda.The secret intelligence work also provided information support for military operations,rape,counterattacks,and rescue personnel in the base areas.In terms of secret transportation,in order to effectively lead the underground party organizations in the occupied cities,urban labor organizations in the base areas established a secret transportation network.To ensure safety and efficiency,double lines have been opened for some transportation lines.Various secret transportation stations and liaison stations have been set up on each line,and various legal places have been used as cover.In order to strengthen the transportation work,transportation personnel were also selected and trained.The traffic crews have overcome all kinds of hardships and contributed to the organization's liaison,personnel and document delivery.In terms of mass work,the Underground Party in the Occupied City promoted the CCP's policies among workers,coolies,young students,citizens,and the upper echelons,developed organizations,and carried out various underground activities.And organize the masses in a legal and gray organizational form,mobilize the masses,engage in legal struggles,and cover up secret and illegal struggles.Workers and labor are the key development objects of urban work.The underground parties in the occupied cities organized semi-legal movements among workers,such as idle work and stealing.Organize secret reading clubs among young students,promote the Anti-Japanese War,develop and improve young people to return to cities after training in base areas.Publicity activities and campaigns have also been carried out among the citizens and the upper elders.Carrying out propaganda to enemy cities,puppet forces,and police officers in occupied cities is another important aspect of urban work.Because this work is related to the realization of the goal of capturing the occupied cities by internal and external cooperation.With the improvement of the Anti-Japanese War situation,the pseudo-military forces and police officers are also looking for a way forward.The conditions for disintegrating and disintegrating the pseudo-military forces and police officers are more convenient.The urban engineering department dispatched cadres to use various social relationships to break into the puppet army and to operate separately at the upper and lower levels,and achieved
