Problems And Countermeasures On The Construction Of Urban Underground Utility Tunnel In Guangzhou City

In recent years,with the development of China’s urban economy,public construction has flourished,and the emerging urban underground utility tunnel has been vigorously promoted nationwide.As the second batch of pilot cities for urban underground utility tunnel in China,Guangzhou City has clearly stated:"Strive to build 250 Kilometer urban underground utility tunnel,and has been put into operation by 2020." In the early stage,the government was mainly committed to the construction of the urban underground utility tunnel in Guangzhou,which led to the phenomenon of“re-construction and light management".It did not realize the leading role of government management in the urban underground utility tunnel.This paper focuses on the problems existing in the government management of the urban underground utility tunnel in Guangzhou.Through the relevant literature research at home and abroad,combined with the actual situation of the management of the urban underground utility tunnel in Guangzhou,this paper has carried out a comprehensive analysis.We found that the Guangzhou Municipal Government has the following shortcomings in the management of urban underground utility tunnel:there is no reasonable investment and financing platform in the management of urban underground utility tunnel in Guangzhou;functions are cross-cutting,powers and responsibilities are unclear;lack of strong policy support and industry standards;Effective supervision and evaluation mechanism.In view of the above problems in the management of the urban underground utility tunnel in Guangzhou,we deeply analyze the underlying causes of the problems,that is,the lack of internal motivation,serious thinking of the government,weak legal consciousness,and lack of responsibility for the government departments.We put forward the following four suggestions for the management of the urban underground utility tunnel in Guangzhou:to build a reasonable investment and financing platform;to clarify the management authority of various government departments;Institutional and supporting industry standards;improve the government’s assessment and supervision mechanism.I hope that through my research,I can provide a theoretical basis for follow-up research and provide some ideas for the government to manage urban underground utility tunnel.
