Study On The Conception Of Ruling For The People Of CPC And The Problems In The Primary-level Governments' Practices Since The Reform And Opening Up

The conception of ruling for the people is the value orientation established by the Communist Party of China as the marxist party.The Chinese communists continued to develop and innovate the conception of ruling for the people to guide the ruling practice in the historical process of the Chinese people's revolution,construction and the reform and opening up.Cadres are executors of ruling practice and the object of education on the conception of ruling for the people.The implementation of the concept of ruling for the people should be finally implemented in the actions of cadres,and the results should be shown in the process of the governments' practice.In order to investigate the practical effect of the education on the conception of ruling for the people,this study observes from the primary-level perspective,and analyzes the practical situation of the primary-level governments.It can be observed that in the process of the reform and opening up,some primary-level government organizations and cadres have deviated from the conception of ruling for the people in practice,showing the ineffectiveness of the education of ruling for the people.That has affected the authority,unity and effectiveness of the CPC' primary-level ruling practice.Investigating the reasons,We can observe that some primary-level governments have the incentive to maximize their interests in the game of interests.They have reservations about implementing central policy.They have a preference for the allocation of the governing resources and the selection of the ruling strategy.Some primary-level cadres are influenced by multiple interests and show the characteristics of ?rational administrative person?,and they have cognitive bias and profit-seeking behavior.Education environment,education subject,education method are deficient at the primary-level.That affects the effectiveness of the education of ruling for the people.The value of theoretical research is to guide practice.As socialism with Chinese characteristics into a new era,this research is significant to deep understanding on the conception of ruling for the people,observe the practice status of the primary-level,reseach and solve the problems existing in the process of combining knowledge with practice,and put forward the countermeasures to strengthen education of ruling for the people and promote the practice of the primary-level governments.This research combines theory with practice,investigates the external factors influencing cadres from recognition to practice,and explores new perspectives and new ways to study education problems of cadres.It is expected to draw attention to the practice behavior of cadres and provide some reference for relevant researchers and cadres education workers.It is expected that the conception of ruling for the people will play a leading role in the practice of primary-level governments.In this case,the ideological and political quality of primary-level cadres will be improved,and the fundamental interests of the people will be realized better.This dissertation consists of eight chapters,which are summarized as follows: The first chapter mainly explains the background and significance of the topic selection,summarizes the research status of domestic and foreign countries on relevant issues,defines the relevant concepts,and explains the research ideas and methods.The second chapter defines the concepts involved in this research,and summarizes the characteristics of the research objects.It analyzes the influence of interest relationship on primary-level governments' practice,and summarizes theoretical basis and analytical framework of the research.The third chapter analyzes the historical origin of the concept of governing for the people,discusses the inheritance and innovation of the conception of ruling for the people,and summarizes the historical experience of the primary-level government's practice.The fourth chapter analysis the problems of the primary-level governments and cadres deviated from the conception of ruling for the people on achievements view,development view,mass view and individual values,from four level including primary-level government with the public,primary-level government with the central,primary-level government with each other,and the primary-level cadres.Chapter 5 analysis the root cause of the primary-level governments' deviation from the conception of ruling for the people from the perspective of beneficial politics.It rethinks about the influence of the interest groups,the interest preference of the primary-level governments,the cadres' private interests,and the problem that the education of ruling for the people lacks effectiveness.Chapter 6 illuminates returning the value rationality of ruling for people and strengthening the education on the conception of ruling for the people.It analyzes of establishing marxist political values,and discusses about the worldview,outlook on life,and values the cadres should embrace.It summarizes the basic principles,the reality requests and the main way of the education on the conception of ruling for the people.It analyzes of strengthening the effectiveness of the education on the conception of ruling for the people,and discusses about promoting cadres from understanding to practice.The seventh chapter puts forward the practical way to insisting the value orientation of ruling for the people in the primary-level practice,analysis of leading consolidation of interests,build a service-oriented government and a government under the rule of law,and the innovation of primary-level governments.The last part summarizes the main points of this dissertation,points out the shortcomings of the research and the direction of efforts.There're three innovations of this dissertation: Firstly,this dissertation expands the theoretical domain of marxist political values.The CPC has established marxist political values centered on the concept of governing for the people.This dissertation explains the connotation and essence of ruling for the people,and systematically summarizes its theoretical origin,historical development process and practical experience.The dissertation systematically reviews the theoretical points of the CPC's conception of governing for the people,and help promote the construction of the theoretical system of the CPC's conception of governing for the people.Secondly,this dissertation broadens the research vision of the political and ideological education of the cadres of the CPC.Education of ruling for people is an important part of ideological and political education to cadres,and its ultimate purpose is puts forward the practice of ruling for the people.Cadres are the object of education of ruling for the people and the executor of the practice of primary-level governments.The actual effect of cadres' acceptance of education of ruling for the people can be studied and judged by observe the practice of primary-level governments.Starting from the effectiveness of ideological and political education for cadres,this dissertation inspect the practice of primary-level governments and cadres,and explores the evolutionary trend of "value orientation – value deviation – value rational return" which followed by primary-level governments' practice.It discusses how to solve the realistic interest contradiction,promote the cadres realize the "second leap" from the idea to the practice of ruling for the people.Thirdly,this research puts forward some countermeasures to implement the conception of ruling for the people,that give the research positive practical significance.The research gives full play to the cross-disciplinary advantages and comprehensively uses multi-disciplinary theoretical tools to examine the practice of primary-level governments,and analysis the problems that some primary-level governments and cadres have deviated from the value principle of ruling for the people in practice.It proposes countermeasures from the value rational return,the education on the conception of ruling for the people,and the path of the primary-level governments' ruling for the people.It provides guidance for strengthening the principle leading of ruling for the people,maintaining and strengthening the centralized and unified leadership of the the Party Central Committee.
