Research On Functional Orientation And Transformation Of Grassroots Level Governments In Urbanization Process

As the important driving force and profit of modernization, urbanization has made every country and region changed a lot, human society has been exposure to the surging stream of people civilization. China is a typical representation whose urbanization is driven by government, government as the main system supplier takes important responsibility in the contribution of Chinese system. Because of the special status in the construction of urbanization, the accuracy of primary government’s function position and the reasonable of its transformation is very important for our urbanization and modernization.This study combined the methods of theoretical research and empirical research, mastered the theoretical basis through literature reviewing, understood the reality through field surveys and interviews. In the study, the author reviewed the history of our government transformation, summered the experiences and lessons of six government transformation, find that there are still many problems in our current primary government function. This paper analyzed the constrains in our primary government transformation, such as lacking theory and understanding, inadequate laws and regulations, pressure-based administrative system, lacking supervision mechanism and unreasonable financial allocation system. Through investigating the Lixia District, the author get a thorough understanding of what kind of function implementation problems exist in practice. Meanwhile, the author put forward some suggestions to promote our primary government transformation:firstly, establish the correct service idea; secondly, perfect the laws and regulations; thirdly, establish supervision mechanisms; fourthly, establish mechanism to listen to people’s livelihood and realize the people’s oversight; lastly, improve the capacity of government services.Faced with the dual request of urbanization and socialist market economy, we must implement primary government transformation immediately. In order to adapt to the development of society and economy, promote development of the harmonious society and socialist market economy, improve the level of our country’s urbanization, our primary government should change the management concept effectively and improve the capacity of servicing, truly service the people.
