A Research On The Ruling Way Of Communist Party Of China In The New Century

The ruling way and leadership method of Communist Party of China (CPC) is an important topic in theory and practice. Deepening the research on this issue can enlarge the width and depth of the research in the ruling theory of CPC, explore the evolvement of the ruling way of CPC, summarize the historical lessons, provide the theoretical basis for the change of the present ruling way and the construction of a new one, and thus promote the modernization of CPC.As for the study of the ruling way of CPC, both the academic and theoretical circles have given tremendous concern to this topic recently, carried on an arduous research, and obtained fruitful theoretical achievements. But there is almost no research done from the perspective of the value orientation and evaluation standard to construct the ruling way and the leadership method that CPC should adopt in the new period. Facing this present situation, this thesis, based on a great deal of reading and drawing lessons from previous research, will focus on the justification of the CPC's ruling way as her historical location has changed under new domestic and international circumstances, what value orientation should be taken to in optimize and improve the ruling way of our party, and how to construct scientific and reasonable ruling way meeting demands of the new era, and put forward some suggestive ways to realize this construction of the ruling way of our party. By using the research method of historical, logical, systemic and dynamic analysis, and combining theories with practice, this thesis will make a thorough research in the ruling way of CPC in the new century.The whole thesis consists of five parts. The first part is a thorough analysis of the connotations of ruling and the ruling way. As to CPC's ruling way, to analyze its reasonability according to the principle of conforming to the integrity and the regularity. The second part is a retrospect and analysis of the evolvement of the ruling way of CPC and comes to a conclusion that CPC's ruling way must keeps up with times and be improved on time. Meanwhile, the research in the theory on ruling way must be deepened. The third part discusses the objective conditions and inner basis of the transformation and improvement of CPC's ruling way. The fourth part deals mainly with constructing human oriented ruling way by sticking to the nature of CPC's ruling way and evaluation standard in the new period. The ruling way to be constructed should be lawful, scientific, democratic and with an orientation to people's interests, party's interests, and ruling by law. And more important is to construct a new ruling way by dialectically integrating the following: the idea of human orientation, the prerequisite of scientific administration, the basis of democratic administration, and the fundamental approach of lawful administration.The fifth part, aiming at the existent problem and present demand and beginning with the major factors influencing the ruling way, advances solidly building up scientific idea for administration, improving the political party system and strengthening the system of multi-party cooperation and political consultation under CPC's leadership, deepening the reform and perfect socialism market economy systems, strengthening the construction of our party herself, and establish brand new ruling way.Through systematic analysis and argumentation, this thesis comes to the following conclusion about the ruling way. First, there are difference and connection between the leadership and the ruling way. The ruling way is influenced by the administrative idea. At present we should use the principle of conforming to the integrity to evaluate the reasonability of the ruling way. Second, CPC should keep up with times and transform and improve her ruling way on time, which is a historical inevitability, current situation's requirement, and an internal requirement of strengthening our party herself.
