Research On Fixed-point Poverty Alleviation By Central Units Since The Reform And Opening Up

Designated poverty alleviation by central units is an important part of China's poverty alleviation and development strategy and a major measure in China's poverty alleviation and development work.Under the unified leadership of the Party Central Committee,based on the resource advantages of departments,combined with the reality of the old revolutionary base areas,ethnic minority areas,border areas,and contiguous destitute areas,through various channels to help the poor get out of poverty,central units play an active role in practicing the party's purpose,changing work style,reaching the grassroots,and cultivating and training cadres.At the same time,designated poverty alleviation by central units is of far-reaching significance for promoting economic and social development in poor areas,improving the living standards of the poor,and improving the production and living conditions of the poor.The thesis uses empirical research,systematic research,comprehensive research,comparative research,and other methods.It is based on the theory and practice of the central units' designated poverty alleviation work,guided by relevant national policy documents,and refers to the relevant research results at home and abroad.Based on the disciplinary perspective of Marxism in China,the thesis sorts out and summarizes the policy theory,significance,historical process,work practice,basic experience and other issues of central units' designated poverty alleviation comprehensively and systematically.The thesis thinks about the central units' assistance to solve the relative poverty in rural areas after 2020 prospectively.Specifically,the article consists of six parts.Chapter one is the introduction,which mainly introduces the basis of the topic selection and research significance,the current status of research at home and abroad,research ideas and methods,the innovation and deficiencies of the thesis,and other issues.Chapter two is an overview of designating poverty alleviation by central units.It mainly explains the related concepts of central units,social involvement in poverty reduction,designated poverty alleviation,designated poverty alleviation by central units,and other related concepts;it reveals the great significance of the central units' designated poverty alleviation,that is,the central units' designated poverty alleviation is an important reflection of China's political and institutional advantages,an important part of special poverty reduction programs,poverty reduction by industries,and social involvement in poverty reduction.It is an important measure to increase support for the poor and old areas;it is an important way for designated poverty alleviation units to stay close to the grassroots and understand the people's feelings,and it is an effective way for designated poverty alleviation units to train,select and train cadres;it sorts out the historical process of the central government's designated poverty alleviation systematically.Chapter three is the theoretical basis of central units' designated poverty alleviation,which elaborates the theoretical basis of central units' designated poverty main areas and cases of designated poverty alleviation by central units,it mainly illustrates from six fields: infrastructure poverty alleviation,industrial poverty alleviation,skill training poverty alleviation,health poverty alleviation,education,science,technology,and culture poverty alleviation,and network poverty alleviation.This part summarizes and gives examples from the origin,content and methods,and typical cases of designated poverty alleviation by central units in various fields.Chapter five is the basic experience of central units' designated poverty alleviation.This chapter summarizes the basic experience of the central units in designated poverty alleviation comprehensively from five aspects: adhere to the combination of designated poverty alleviation by central units with the reality of poor areas;adhere to the combination of designated poverty alleviation by central units with the guidelines and policies of the party;adhere to the combination of designated poverty alleviation by central units with efforts to raise the minds and aspirations of the people;adhere to the combination of designated poverty alleviation by central units with efforts to strengthen community-level organizations;adhere to the combination of designated poverty alleviation by central units with strengthening the training of cadres.Chapter six is the thinking of central units to deal with the relative poverty in rural areas.Based on the background of China's anti-poverty work after 2020 shifting to the management of rural relative poverty,it links poverty alleviation with rural revitalization effectively,emphasizing the need to give full play to the departmental advantages of central units in helping to solve relative poverty in rural areas,that is,giving full play to the advantages of policies,resources,planning,talents and technology of central units;emphasizing that it is necessary to build a long-term mechanism for central units to help solve relative poverty in rural areas,that is,to build a long-term mechanism composed of party committee leadership mechanism,government-led mechanism,mass participation mechanism,organization and coordination mechanism,capital investment mechanism,assessment and evaluation mechanism.The innovation of the thesis lies in the following: Firstly,the historical process of designated poverty alleviation by central units is divided into four stages: the initial stage,the development stage,the deepening stage,and the improvement stage.It also analyzes the macro background,policy basis,main tasks and basic characteristics of the central units' designated poverty alleviation at each stage;secondly,it summarizes the basic experience of the central units' designated poverty alleviation comprehensively,that is,combine designated poverty alleviation by central units with the realities of poverty-stricken areas,combine it with the principles,lines and policies of the party,combine it with wisdom and aspiration,combine it with strengthening the construction of grassroots organizations,combined it with strengthening cadre training;thirdly,the prospective thinking of central units to manage the relative poverty in rural areas after 2020.It links poverty alleviation with rural revitalization effectively,emphasizing that we should give full play to the advantages of central units in managing rural relative poverty and build a long-term mechanism for central units to deal with rural relative poverty.
