From the 21st century on,"education policy is not for the interests of a certain social class,but for a response to a complex,heterogeneous combination of ingredients"researchers on education policies in China are no longer satisfied with technical rationalism research paradigm,more and more switching to explain and describe the complex process of education policy operation.In the mid and the late of 20th century,the"complexity",as a new idea or perspective into the vision of humanities and social science from the system,scientific,and approach to philosophical paradigm,became a kind of new trend,also developing into a complexity paradigm with strong systematic,holistic,autonomy,relevance,emergent and temperament of diversity of philosophy.Education policy research operation process,which is full of complexity and uncertainty of the policy including its making and implementation,enjoys no longer the privilege of the goveniment and experts.And consequently,the text materials such as carrier,information,resources and policy object,policy executors,other parties whose interest has nothing to do with it can also be well connected through the process of policy operation by means of the dynamic,uncertain and administrative network channels.Complexity analysis framework provides researchers with the overall and complicated perspectives.College aid policy "actor network" is really a kind of system structure,but now the "school" is transforming into the intersection of social relations,further generating a particular policy under the unique "setting".The definition of "school"has both its position and location,which is evaluating into the education policy and microscopic practice activity space and also guiding the actors to produce the link of social relations.As a result,school has become the network "focus" on the policy system operation.University funding policy process is the one of group interaction filled with its resource allocation and relationship games.The researchers from the perspective of system theory refer to the policy operation as a highly complex,dynamic,specific actions on nonlinear system,committing to the exploration into the relations,the action of the policy authorities and social interaction with a real and profound interpretation,and also striving for the policy rules of internal factors in the process of running words,experience,value,ethics and communication and interaction."Actors" in the network participate in the aid policy operation of universities,not only referring to the offender,such as policy executors,policy acceptors,but also covering text,information,capital and many other non-human objects.The relations between human and non-human are no longer the traditional binary ones,all the above factors run into the policy system,taking on the diversity of the characteristic of people interaction with the system,so "actor network" mirrors enormous changes in the policy of "field",what's more,both policy makers,practitioners.and policy object,text,information,resources are involved into the policy operation.The internal agent identity during the operation of University funding policy stems from policy ethical justice,administrative efficiency and fair policy results,for the identity recognition both inside and outside policy system means the intergroup harmony between other social systems,particularly contributing to prejudice correction and interests balance,As you know,the policy identity and social identity from complex social behaviors can result in negative or positive effect on the goal achievement of policy.The highly consistent of two identities will create huge efficiency of policies operation,better promoting and achieving the aid policy system of internal control,external opening and orderly statement.while the opposite will cause the instability of policy,posing a serious threat to the fulfillment,and at least the policy can even be destroyed,or banned.In fact,two identities can constitute the finance policy optimization or innovation of the system.All in all,the researchers put forward and describe the realization access to the feedback on college aid policy system dynamic schema from the group dynamics perspective.Complexity perspectives of university funding policy analysis deeply revolve on the structure of the
