Moving To Centralized Apartment Complexes

This thesis uses literature research and field work as the main research methods to study on farmers' moving to centralized apartment complexes in contemporary rural China from the perspective of social mobilization.The study finds that social mobilization still plays an effective role in implementing social policy.Undoubtedly,path-dependency is obvious,but a number of changes took place.The biggest changes are the utilization of scientific discourse,market forces directly involved in social mobilization and the adjustment of interests for all parties.Multiple subjects participate in today's social mobilization rather than participated mainly by the party and the government.Pushing farmers moving upstairs into practice is inseparable from the bureaucratic system at the grassroots level.All levels of the party and government agencies and their staffs play an irreplaceable role in social mobilization.Nevertheless,once the mobilization goes into practice,the subjects involved in the mobilization are diversified.As an "invisible hand",market forces are so important that they are taken into account in policymaking,leading economic capital to participate in rural development directly.Spontaneous market forces from the local guild the social mobilization by changing public opinion.Besides,both elites and authoritative figures in local society took part in this massive social mobilization.In the process of farmers' moving upstairs,the multiple subjects make rational choice from their own interests,which makes the mobilization based on benefits sharing.Social mobilization is a comprehensive utilization of a variety of means to mobilize resources to launch the process of the masses.There are lots of means used,including the party and the government's ideological propaganda,the construction of scientific discourse,inducing economic interests,economic resource allocation,resource coordination and restructuring of organization.Besides,local social relations are used to carry out reasonable and emotional mobilization.In the bureaucracy,an appropriate pressure and task distribution are also being applied to mobilize.In addition,in the process of mobilization,typical propaganda,visiting advanced models and creating loud slogans are used.Social mobilization is a dynamic process including top-down and bottom-up processes and their interactions.The party and the government from top to bottom launch social mobilization of farmers' moving upstairs.Instead of being passive participants,farmers respond positively according to their own interests.Meanwhile,the country's auditing mechanism,and social media feedback also make the social mobilization process become interactions of top-down and bottom-up process.Power is the engine of social mobilization.The function of social mobilization in the process of farmers' moving upstairs is related to the project system and the operation of campaign-style bureaucracy trend in Chinese state governance.The project of comprehensive land consolidation driven by the state initiates farmers'moving to centralized apartment complexes from top to bottom and requires extensive mobilization while it needs social mobilization to make farmers accept social changes caused by external resources.Secondly,farmers' moving upstairs all over the country has the feature of governance with campaign style,which depends on bureaucracy to achieve.Overall,social mobilization contains the nature of the operation of campaign-oriented bureaucracy.
