Study On The Equalization Of Compulsory Education Public Services

Since equalization of basic public services has been raised in the sixth plenary of sixteen session for the first time,then Report at 18th Party Congress expressed clearly that "Equalization of basic public services should be totally achieved by 2020,",which suggests that realization on equalization of basic public services has become an important measure and mission to improve people's livelihood and safeguard residents could enjoy the achievement of modernization and build a harmonious society.The service of compulsory education is an important part of the basic public services provided by the governments.Therefore,the equalization of compulsory education public services is of great importance to a developing country with obvious urban-rural dual structure and social and economic unbalanced development like China.Just because of the above reasons,the Party and Goverment have paid high attention to the compulsory education public services by making a series of reforms and measures,which have achieved significant effects.For instance,comparing the satisfaction degree and demand degree of parents,we find there're 10 items have already realized equality in different level,which there're 14 items during this investigation.However,from the perspective of reality and policy evaluation,the compulsory education public services have not yet completely and effectively satisfied the demand of citizens and there are still some problems in the equalization of compulsory education public services,which have mainly been displayed in short supply,low quality,unbalanced structure and low efficiency.Reasons for issues on the equalization of compulsory education public services are quite complicated,which could be caused by gap in economic growth or systems and mechanisms developed over the past years,which the incomplete mechanism is the most important one.It is a specific operating mode that can coordinate the relations of all factors of the compulsory education public services well so as to better play their roles.Specifically speaking,this mechanism includes the three parts of demand-expressing mechanism,decision-making mechanism and supplying mechanism of compulsory education public services.The demand-expressing mechanism intends to solve the problem of transmitting the demand information for compulsory education public services to suppliers in a smooth way;the decision-making mechanism is mainly to make educational policies to meet the public demand for compulsory education public services;and the supplying mechanism is to ensure an effective implementation of relevant policies concerning the compulsory education public services.Therefore,this mechanism provides a system guarantee for realizing the equalization of compulsory education public services.However,over a long time,parents haven't fully expressed their demand for compulsory education public services and the expression ways are not smooth.Moreover,the decision-information system and consultation system for compulsory education public services have not been improved,and problems have also been existing in supplying compulsory education public services,such as lack of sufficient financial support,too single suppliers and lack of perfect accountability system,which have greatly affected the equalization progress of compulsory education public services.As realizing the equalization of compulsory education public services is a long-term,complicated and systematic project,the equalization of compulsory education public services has to be considered from many perspectives,levels and dimensions so as to have comprehensive consideration,while the core is to construct improved demand-expressing mechanism,decision-making mechanism and supplying mechanism of compulsory education public services.The demand-expressing mechanism is the first link in the mechanism of the equalization of compulsory education public services,whose smoothness directly affects if the public demand can be effectively met by entering the decision-making mechanism and supplying mechanism.Concerning these problems,it is necessary to take various measures to enhance the public willing and ability of expressing their demand and to keep the expression ways clear.An improved decision-making mechanism is a key link to connect the demand and supply of compulsory education public services,to what extent it is scientific and democratic has direct relation with the equalization degree of compulsory education public services.Therefore,efforts must be made to develop decision information database for compulsory education public services,improve decision consultation institutions,and institutionalize the public participation in education decision.The supplying mechanism is the final link to ensure the realization of equalization of compulsory education public services.To ensure no problems in this link,the funds safeguard mechanism for compulsory education public services must be improved,diversified supply system should be constructed,and the accountability system should be strengthened.
