Study On The Issues Of Unemployment Governance In The Northeast During The Early Period Of The People's Republic Of China

During the early period of the People's Republic of China,social production and the livelihood of the masses of the people in the northeast region of China were seriously suffered from the long period of exploitation and plunder of Japanese imperialism,coupled with the enormous destruction of the civil war.The situation of the society was disastrous and many industries remained to be developed.One of the most serious problems was the closure of factories which resulted in a large-scale of unemployment of workers,and this situation continued to deteriorate that the unemployed people were destitute and wedged between hunger and cold.It was important to recover the economy rapidly and stabilize the social order as well as to improve the ruling ability of the Communist Party of China and consolidate the people's political power in Northeast China by solving the problem of unemployment in Northeast China and arranging the unemployed workers.In the stage of the early period of the People's Republic of China,the government of Northeast China put forward a series of regulations to restrict the increasing of unemployment and improve the quality the unemployed workers as well as to resettle the unemployment and protect the rights of re-employment by using the Unemployment theory of Marxism and combining the practical situation of Northeast China under the leadership of the Communist Party of China and the local government.The government has made some achievements and accumulated some experiences by solving the unemployment problem in Northeast China during the early period of the People's Republic of China.With the development of the Reform and Open-up,the State Council successively issued a series of policies such as "Suggestions on some important measures to deepen the implementation of a new round of strategic deployment of the revitalization of Northeast China and accelerate the economic stabilization of the Northeast China” “The 13 th Five-year Plan on revitalizing the Northeast China” and so on.This dissertation studies on the unemployment governance in the Northeast China during the early period of the People's Republic of China summarizes the basic experiences and lessons,trying to provide effective unemployment policy for different types of unemployment in Northeast China.These are both important theoretical significance and practical values for enhancing the level of employment entrepreneurship,strengthening and innovating the construction of social governance system in the new era,which provides experiences on realizing full employment for the Northeast China under the new situation.This dissertation consists of six parts including,Introduction as the Chapter 1 and another 5 chapters as the main body.The first chapter is the Introduction,which set forth the background and significance of this topic,and analyze and summary of the domestic and foreign research status quo.And also include the research route and methods,and the innovation and deficiencies.The last is the definitions of related topic of the topic.Chapter 2 is the theoretical basis of unemployment governance in Northeast China during the early period of the People's Republic of China.In this chapter,the author firstly introduces the Unemployment Theory of Marxism and the theory of unemployment governance.The Unemployment Theory of Marx and Engels is considered as the theoretical guidance and basis of the study on unemployment governance in Northeast China during the early period of the People's Republic of China.Lenin's thoughts of controlling unemployment developed on the basis of Marx and Engels' theory of unemployment governance combined with the practical situation of the Soviet Union,which inherited and developed of Marx and Engels' thought of unemployment governance.It is also the theoretical basis of my study on unemployment problem.Besides,the leaders of the Communist Party of China put forward the new unemployment theory which is suitable for China by utilizing the Unemployment Theory of Marxism combined with the practical situation.The unemployment theory offered by the Communist Party of China is the inheritance and development of the Unemployment Theory of Marxism.The thoughts on unemployment management of Mao Zedong,Liu Shaoqi,Zhou Enlai and other leaders of the Party were selected in this chapter.Chapter3 shows the analysis of the present situation of unemployment in Northeast China during the early period of the People's Republic of China.Firstly,the author introduces the basic situation of unemployment in Northeast China from the perspective of the quantity,structure and regional distribution of unemployment in Northeast China.Secondly,the author analyzes the main causes of the serious unemployment in Northeast China during the early period of the People's Republic of China.Finally,the social impact and harm caused by the serious unemployment in Northeast China are analyzed and expounded during the early period of the People's Republic of China.Chapter 4 shows the measures of controlling unemployment in Northeast China during the early period of the People's Republic of China.In this chapter,the author mainly analyzes the measures of dealing with the unemployment.During the early period of the People's Republic of China,the government of the Northeast China took a series of measures such as establishing an agency to for the unemployment,taking over the unemployment under the old regime,rectifying the private industry and commerce,and encouraging the rural labor force to return to their hometowns to curb the growing of unemployment to some extent.Then the policies of registering unemployed people,receiving and reforming the unemployment,providing social assistance for the unemployed workers and training them,and offering the chances of amateur study and training of skills have effectively improved the environment of employment and the living standards as well as the quality of the unemployed people in Northeast China during the early period of the People's Republic of China.And through implementing work relief,centralized allocation of labor,settling down the special unemployed people,developing self-help production and putting forward other measures to resettle the unemployed in the Northeast China.Finally,through the improvement and implementation of labor insurance policy,and the improvement the welfare of workers as well as the protection of workers and the implement of other methods to protect the rights and interests of re-employment,and to avoid the recurrence of unemployment.Chapter 5 shows the evaluation of the unemployment control in Northeast China The author evaluates the policies,measures adopted by the local government and effects exerted in the Northeast China in this chapter.Firstly,the author speaks highly of the achievement achieved by the Northeast government during the early period of the People's Republic of China through a series of policies and measures to control unemployment.Secondly,the author analyzes the characteristics and limitations of unemployment governance in the early stage of People's Republic of China.Finally,the author analyzes and summarizes its social influence of the unemployment governance in the Northeast China based on the countermeasures,effects and characteristics.Chapter 6 reveals the experiences and inspirations of unemployment control in Northeast China during the early period of the People's Republic of China.On the basis of summing up the successful experiences gained in the management of large-scale unemployment in Northeast China during the early period of the People's Republic of China,he author points out the values and meanings of studying these successful experiences for us in solving the employment problem in the new era.In another word,it reveals the contemporary value of this issue.
