In the pursuit of a harmonious and equal society,the fairness of higher education has become the foundation of social justice and the priority of national core values.The fairness of higher education is rooted in the practice of reform and development of higher education,which is the value point of the transformation of education development mode and the intrinsic requirement of the development of education.It is the main demand of the reform of education in China in the present period to promote the entrance opportunity of higher education.As China's higher education is in the process of continuous change,the fairness of higher education is very complicated,and the unfair opportunity of education is an important issue of China's higher education equity.The balance of higher education opportunity should be realized through institutional arrangement and policy adjustment in the reform practice.This paper analyzes the integrity,dynamics and system optimization problems of higher education opportunities by the institutional ethics perspective.This paper uses a variety of research methods,such as the combination of theory and reality,the method of systematic research and the method of institutional analysis,and so on.The paper combines the institutional ethics with the higher education opportunity fair and analyzes the effectiveness of the higher education equity system.Based on the institutional ethics of impartiality,inclusiveness and development,it discusses the relationship between education system ethics and education level.The paper reveals the institutional conditions,system principle and realization process of the higher education fairness,and points out the system logic and practice path of higher education opportunity.First of all,this paper constructs a theoretical analysis framework for the equity of higher education opportunities by the perspective of institutional ethics.Through the analysis of the logic of education opportunity,this paper puts forward the intrinsic relationship between education opportunity and individual endowment,self-induced factor and precondition.The paper reveals three characteristics of the higher education opportunity,including difference,competitiveness and externality.It clarifies the three different types of education opportunities,including selective opportunity,competitive opportunity and compensatory opportunity,and puts forward the role of institutional factors in the equal opportunity of education.Secondly,the paper systematically analyzes the present situation,ethical dilemmas and existing problems of the equity system of higher education in China.Based on the perspective of institutional ethics,we try to enrich the connotation of education system ethics from the perspective of "impartiality-inclusive-development".Through the analysis of the relevant education fair system text,the thesis proves the education system has three dimensions including the justice system,inclusive system,developmental system,and the equity of higher education opportunity contains three types including the competitive opportunities,compensatory opportunity,selective opportunities.Finally,the paper explores the system path and practical logic of the equity of higher education opportunity in China.Try to construct a complete system process from system construction,system operation,system evaluation to system adjustment,and then construct the system support environment of education fairness.It proposed education governance path and system construction strategy from the impartiality system,inclusive system,developmental system and other aspects.It provides theoretical and practical reference for the fair development of education in China,and provides theoretical basis for the government to formulate the policy and regulations of higher education.
