Higher Educational Institutional Change In China In The Perspective Of The New Institutionalism

Perspective on today's higher education complex representation, the institution is a very important dimension. In the recent 30 years, the new institutionalism has been flourished, it provides a new perspective for people to analyze and research social issues, and it also provides a special perspective for us to observe the reformation and development of higher education institution. In this perspective, the institution changing of the higher education becomes an interaction process in politics, economy, culture and other fields, and its essence is re-allocation and adjustment of power and interests.In the beginning of the Opening and Reform, the strategic position of higher education in the economic and social development has been established. During more than 30 years, education has got an unprecedented attention, but the field of higher education does not achieve great breakthrough because of many reasons. However, the long-standing problems in higher education are mostly related to the institution. In the pursuit of modernization of higher education, we must be very concerned about the innovation and development of higher education institution, and put the establishment of a scientific and modern higher education institution as the basic task of higher education reformation. According to the new institutionalism, the key to the development of higher education is whether the institution which the higher education follows can stimulate it effectively, and make sure that it can get some rewards and benefits. This is just the power in the development of higher education. Therefore, the mature sign of higher education is the consummation and the development of higher education institution.The essential purpose of the research is to analyze how to make higher education institution more effective, and then on the basis of it, we should construct and perfect higher education institution at the aim of quality so that to provide an academic support for establishing and actualizing of higher education policy. To live up it, the essential premise is to analyze and correctly understand the relations between government, college, and market etc., and to correctly understand as well as treat the relation between formal and informal systems which are related to higher education institution. By analyzing the essential theory of the new institutionalism and hackling the higher education institutional changing course in China, the paper analyzes the status quo of the higher education institutional changing in China, and then it combines the new institutionalism theory and the situation of China to point out the effective routes of the higher education institutional changing in China.
