Talents are the key and foundation in the implementation of innovation-driven development strategy.Essentially,innovation-driven is talent-driven.And what to cultivate innovative talents with the cooperation of industry-university-research has sat at the heart of China,especially in the innovation connectedness mechanism and the process of innovation country building.By means of promoting industry-university-research cooperation,optimizing the structure of adjust the personnel training level and regional layout,it helps to form the innovative scientific & technological personnel growth and the environment,etc.It gives rise to a great efficient conversion of innovations as well.On this background,firstly,this paper defines the meaning of the industry-university-research cooperative innovation by the literature review in existence,analyzes factors and characteristics of this cooperative innovation.In addition,it analyzes theoretically in the national innovation system,the integration of elements of innovative talents cultivation and the linked correlation.Therefore,it constructes the theoretical basis and analysis framework of China's talents innovative cultivation by industry-university-institute cooperation.Based on the analysis of the factors and typical patterns of cultivating innovative talents in the cooperation between domestic and foreign universities and research institutes,it reveles patterns,as well as experiences and inspirations of cultivating innovative talents.Secondly,on the basis of the above theoretical study,based on the triple helix model and system dynamics theory,the article establishes a dynamic system model of training innovative talents industry-university-research cooperation to analyze the power source,the form elements and the form path of this cooperation.Accordingly,it raises the policy system framework of training innovative talents industry-university-research cooperation.Therefore,the paper analyzes the relationship between the three sub-systems and the boundaries of the subsystems and constructs the cooperation of industry-university-research to cultivate the causal relationship diagram of innovative talents.Then the system dynamics model of cultivating industry-university-research innovative talents in industry university research cooperation is constructed.Using simulation analysis to clarify the causal relationship withinthe system,the paper analyzes the dynamic mechanism of the cultivating of industry-university-research innovative talents on this basis.After that,this paper constructes cooperative innovation mechanism theory that industry-university-research cooperation cultivates innovative talents and constructed specifically related model of talent formation mechanism,talent assessment mechanism,talent flow mechanism and benefit distribution mechanism,and analyzes operating mechanism that industry-university-research cooperation cultivates innovative talents.Thus,it constructes the formation mechanism model that industry-university-research cooperation cultivates innovative talents and puts forward the research hypothesis.The hierarchical regression analysis and structural equation measurement method are used to research empirically cultivating,analyzes quantitatively the cultivating effectiveness that industry-university-research cooperation cultivates innovative talents.Finally,in view of the above analysis,this paper puts forward the policy guarantee ability recommendations which promotes industry-university-research cooperation to cultivate innovative talents from highlighting the core position of cultivating innovative talents,constructing the soft environment of industry-university-research cooperation,optimizing the implementation mechanism that industry-university-research cooperation cultivates innovative talents and improves cultivating mode of industry-university-research cooperation.
