The secondary vocational education plays an important part of the whole education stage. Being confronted with the rapid developing situation,we must keep probing the talent cultivating mode which is suitable for secondary vocational education,and improve the talent cultivating quality. It is along—term significant task for us to make further study at present,even in the future. By reading a lot of relevant information and based on the principle of proceeding from reality, the writer paid a total of 841 questionnaires in Shanxi Province: 209 teachers of 31 vocational schools, 31 principals or vice principals, 403 vocational students, and parents of 198 students, Respectively, effective samples as follows: 186 teacher questionnaires, the effective rate was 89%; students and 387 questionnaires, 96% efficiency; 179 parent questionnaires, response rate was 90.4%; principals of 31 questionnaires have efficiency was 100%. Through statistical analysis of survey results, and in accordance with the relevant Shanxi Statistical Yearbook of vocational schools in the collation of data, the article summarizes the main current vocational schools in Shanxi Province, there are insufficient funds for education, weak teacher staff, the quantity and quality of students is low, real training base imperfect. For the problems in the vocational education, this paper attempts to establish a "136" training model, where "1" means to skill personnel training as the goal through industry cooperation; "3" is taking businesses and schools as the main body by the government macro- policies oriented; and "6" refers to a module, that including "dual-qualified" teachers, training base, education funding, course content, curriculum arrangement, professional ethics and corporate culture. All of this is needed to develop the skilled person."136" training mode of implementation requires the government to give free rein to support schools and encourage enterprises to participate in industry-university cooperation, business and schools also need to jointly develop training objectives, joint training personnel; schools also need to establish teaching system that industry-university cooperation suited; a reasonable arrangements that coordinate the theoretical courses and skills ;construction of strengthening the "Double" of teachers; efforts to increase the financing and other measures to increase training base construction. The implementation of this model can not only solve the current Shanxi problems in vocational education, but also has some reference and boost the Shanxi's secondary vocational education training model and future development of vocational schools in Shanxi.
