The institution of University Culture and Development Centre has been founded in 2002, which promotes the study between theories and practical problems and pushes forward the process of the construction of university culture. In the process of putting forward the strategy of"Building a country of innovative type"in 2006, it has emphasized that cultivating innovative talents plays a major role in education. And, the university is completing the fundamental task of cultivating innovative person through culture. So as a result, enhancing the construction of university culture makes for supporting the idea of running a school, sustaining quality education, strengthening core competition, bringing the society function into play; makes for fully utilizing limited resource of colleges and universities to train the talented person being innovative much better; makes for improving student intelligence structure, cultivating the enterprising spirit and the ability to innovate, increasing the students'creativity of the enthusiasm and motivation. Therefore, it becomes an important systematic problem on how to build university culture to help train the talented person. That is why doing this research possesses its theoretical and practical value.Based on the meaning of university culture and innovative talents, the paper has analyzed the characteristics of university culture, the differences between university culture and campus culture, the factors of cultivating innovative talents, and the composing elements of university culture. After describing the changes and current situation of university culture, the paper has put forward the restrictions of university culture's construction in cultivating innovative talents by comparing between two famous USA universities and domestic ones, and by doing questionnaire investigations and interviews of relevance personnel in six universities in Chongqing. The restrictions are: the lack of idea of cultivating innovative talents restricts the transformation of university system and environment; traditional culture value takes the restraint to developing the ability to innovate; paradoxical development between draw application and inefficient carrying out of system culture; pay more attention to the Infrastructure but ignore Soft environment; neglect the widening effect of cross-cultural education.Based on the problems existing in university culture construction, some suggestions are put forward to reinforce university cultural advancement and promote the cultivation of innovative talents in this paper in order to: guide university culture and develop with harmonious culture; enhance the cohesion and appeal power in the spirit face; strengthen the system adaptability being innovative and carry out force; support materialization edify; optimize intellectual support and intelligence leads in feeble environment; reinforce the function of campus culture to psychological quality and perfect personality.
