Nowadays, with the great changes happened in the demand structure of international ship market, China’s shipbuilding industry faces severe economic challenge. Guided by the strategic goals of Maritime Power, Manufacturing Power,and the national strategy of “Belt and Road”, the shipbuilding industry need to strengthen original technological innovation and enhance R&D capability. And only in this way, the development modes of shipbuilding industry can be promoted towards intensive and sustainable. Professionals are not only the basic condition for industrial transformation and upgrading, but also the very important support for the development of high-tech ships. This sets higher requirements for the philosophy of education and teaching mode, whose purpose is cultivating high level talents in shipbuilding industry.Against this background, this paper mainly studies the mechanism of cultivating high level talents in shipbuilding industry through university-industry cooperation. The theoretical model of the cultivating mechanisms is studied and constructed from a comprehensive perspective. To a certain extent, the research can enrich the theory of university-industry cooperation and improve the cultivating effect of engineering education system. Based on the triple helix theory and system’s self-organization theory, the paper divided the influencing factors into three levels: guarantee mechanism of national, collaborative mechanism of industry,and the operational mechanism of university. The constituent elements consisted of openness, far-from-equilibrium, nonlinear interaction and fluctuation. Through literature analysis, expert interviews and selection of indicators, the paper proposed the theoretical framework of cultivating mechanisms of high level talents in shipbuilding industry. Questionnaire survey was conducted among experts in the field of shipbuilding industry and the enterprise personnel who are cooperative project stakeholders. Quantitative data were analyzed using validity and reliability analysis, factor analysis, regression analysis, and other methods to validate the initial framework and proposed optimization strategies for cultivating mechanisms.This paper addressed three main topics:(1) the key influencing factors of cultivating mechanisms of high level talents in shipbuilding industry;(2) a theoretical framework of cultivating mechanisms on the basis of the relationshipbetween the constituent elements and the key influencing factors of self-organizing cultivating mechanisms of university-enterprise cooperation;(3) the optimizing strategies for Chinese cultivating mechanisms of high level talents in shipbuilding industry.The results show that operational mechanism of university has significantly positive effects on openness, nonlinear interaction and fluctuation. Collaborative mechanism of Industry has significantly positive influences on nonlinear interaction and fluctuation. Guarantee mechanism of national plays a significantly positive role in openness and fluctuation. This paper concludes that guarantee mechanism of national, which has the strongest influence, is the key point for the future. The collaborative mechanism of industry has weaker influence at present. What’s more,operational mechanism of university is the main part of university-industry cooperation cultivating mechanisms. Based on the results of theoretical research and empirical analysis, this paper proposes optimization strategies for cultivating mechanisms of university-enterprise cooperation: improving the guarantee mechanism of national and focusing on formulating policy and regulation;establishing collaborative mechanism of industry by building systems of communication and exchange; improving operational mechanism of university by enhancing the quality of university-industry cooperation.
