We believe that the only way to solve this major problem lies in economic restructuring.Under the guidance of this concept,this article attempts to take the concept of development as the starting point,based on the theory of economic development stage,to explore the relationship between environmental quality and economic transformation,and explore the development path of "man and nature as one".In fact,in real life,the environment is everywhere,providing energy for social operation and economic development,and providing food materials for human survival.The environment is the basis for human survival.Protecting the environment is protecting human beings.This year coincides with 40 years of China's reform and opening up.If we say that reform and opening up in the first 30 years,China's economic growth has shown a staggering"quantity." Today,ten years later,it is undoubtedly changing from "quantity" to "quality"."Quality" is embodied in many aspects.A good ecological environment is one of the most important ones.The concept of "beautiful China" was first proposed at the 18th National Congress of the People's Republic of China in 2012,and was included in the "Thirteenth Five-Year Plan" at the Fifth Plenary Session,which marked the formal entry into the implementation phase of China's economic transformation strategy for continuous improvement of environmental quality.The two-phase plan to achieve the goal of achieving beautiful China,from clean production to green consumption,from ecological compensation to the defense of the blue sky,includes all aspects of ecological construction,so emphasizing the importance of ecological civilization proves that the environment is the "quality" of economic development.One of the important signs.Behind China's economic miracle is a large amount of energy consumption and pollutant emissions,and environmental pollution incidents are also emerging.Of course,the environmental issue is not unique to China,nor is it only now attracting attention.Pushing time backwards for one or two hundred years,when developed countries in Europe and America are also in a period of rapid economic growth,and in stark contrast to this is a terrible environmental situation.China is now In the period of full realization of a well-to-do society and the period of transition,whether it is the modernization experience of developed countries in Europe and America or the development of China in which it is seeking growth,it has been shown that the economy achieves growth through transformation,and in different stages of transformation,the level of technology and the scale of investment There are differences in leading industries,laws,regulations,and institutional conditions are not the same,which may lead to significant differences in the environment in the process of economic growth.Therefore,if we can discuss the relationship between environmental changes and economic growth from the perspective of transformation,we can make research Better rationality and generality.From the perspective of transition,how to balance the development of economy and environment,the following basic issues must be clarified.These issues include:(1)Where does the environmental problem come from;(2)What role does the natural environment play in it?(3)What role can the economic transition play?(4)What kind of impacts will the natural environment change have on the transition path?(5)Whether developing countries can use green clean technologies to achieve both win-win results in production upgrades and reduce pollution.(6)What conditions need to be met to achieve a win-win situation;(7)How to increase residents' green consumption and promote the greening of residents' consumption structure;(8)What conditions must be met for environmental policies to play a role in guiding the greening of public consumption.The research in this article is centered on these eight core issues and is based on the logical sequence of ideological transition—economic transformation and growth—the clean transformation of production methods—the green transformation of consumption structure.The full text is divided into seven chapters.The main research contents and structures of each chapter are found in table of Contents.After analysis,discussion and research,this paper has obtained the following basic conclusions:(1)"Human centricity" has caused people to not incorporate the natural environment into "the scope of their own interests" at the beginning,thus causing the environment to be excluded from market regulation.In the economic growth,it has always played a role of preemptive demand until large-scale environmental problems continue to erupt.People's natural outlooks have realized that the natural environment is binding on human survival and economic growth,and the environment is included in the scope of research.(2)The environmental problem is caused by the fact that the amount of pollutants imported into the natural world exceeds the natural output.The former is determined by the nature of natural capital resources,while the latter is the degradation attribute of natural capital.(3)The transition process includes two steady-state traps of "primary" steady state and"higher-level" steady state,even if a country or region successfully crosses these two traps and enters the final HR stage,if the current consumption The natural environment has been overloaded and will threaten the economic and social system.(4)In addition to extreme conditions,environmental pollution will inevitably occur in economic transitional growth,but foreign capital can be used to help foreign countries adopt advanced technologies to accelerate transformation and shorten the transition time,which helps to reduce the damage and scope of the environment and control it.Within a certain range,at the same time quickly accumulate economic strength to increase wealth while enhancing people's environmental protection concepts and ability to manage the environment.(5)To achieve a win-win situation in the production mode upgrade and environmental protection.The green production efficiency will keep the increase in production capacity within a certain limit.Otherwise,the total discharge of pollutants will exceed its emission reduction capacity.(6)Green technology production capacity and emission reduction capacity are limited by the stage of economic development,and there are stages in the emission reduction of pollutants.(7)To achieve a win-win situation,two conditions must be met:First,only clean technology brings more profits than before,enterprises will adopt new technologies,and second,the amount of pollution generated after adopting new technologies is less than before.Clean technology improves the environment.(8)Reducing the number of high-and low-income groups is the path to increase clean consumption.Only when the residents prefer cleaner products,when the income reaches a certain level,residents will increase green consumption,which is consistent with the conclusion of the consumer green transformation model,and if it prefers pollution Goods,you must control the level of income.The main contributions of this article and possible innovations include:First,this paper first sets up an overall analysis of the logic and path of economic transformation and environmental quality,and then from the two lines of production transformation and consumer transformation to specify the impact of the transformation process on the environment,and build a relatively complete research system.Secondly,this paper starts from the essential causes of environmental pollution and breaks through the limitations of economic resources in the exploration of environmental issues,considering only the resource attributes of natural capital,and rarely adding the ecological property of the degradability of natural capital to establish a A capital transformation model that includes the degradation properties of natural capital,and on this basis,explores the role of natural capital and its impact on economic transformation in economic transition.Thirdly,this paper starts with the decomposition of pollutants and expands the disintegration model of Grossman(1995)by introducing two factors,namely,the production side pollution discharge and the life side pollution discharge.The production emissions are decomposed into category effects.The category effects are further decomposed into scale effect,technical effect and structural effect.The conditions for green technology to achieve industrial upgrading and emission reduction at the same time are discussed.Fourth,not only discussed the factors that affect the green transformation of the consumption structure,but also discussed the conditions and mechanism of environmental consumption policies on residents' green consumption.
