The rapid development of information technology(IT)has a great impact on the field of education.Teachers' IT application capacity plays an important role in the 2.0 process of education informationization.Faced with the new demand for fair and qualified balance of education,the balanced development of teachers' IT application capability in the region has become an important part of teachers' balanced development at the quality level.The current promotion mechanism of the teacher IT application capability is mostly a top-down training path for the overall capability goal.The micro-level capability goal dimensions and the more influential factors are less targeted and effective.Drawing on the above background and problems,this study takes the teachers' IT application capacity as the research object,and takes the balanced development of teachers' IT application capacity in the region as the research goal,and locates the method strategy under the strategic framework of “promoting equilibrium through precise development”.More capability orientation on micro-levels,more detailed research on influencing factors,more precise paths,strategy construction and collaborative mechanism research are effective ways to promote the balanced development of teachers' IT application capabilities in the region.Following this clue,the author carried out specific research on the following issues: the interpretation and analysis of the basic theoretical problems of the balanced development of teachers' IT application ability;the situation and obstacles of the balanced development of teachers' IT application capacity in the region;the influencing factors and correlation research on the balanced development of teachers' IT application capacity in the region;the precise path system for the balanced development of teachers' IT application capabilities in the region;the collaborative mechanism research on the balanced development of teachers' IT application capabilities in the region;path implementation and effect analysis.In the process of research,various quantitative and qualitative analysis methods are used according to different sub research questions and research contents,including questionnaire survey,interview method,grounded theory research method,factor analysis method,regression analysis method.The comprehensive application of various research methods such as analysis methods,path analysis methods and case analysis methods makes the research conclusions more reasonable and reliable.The conclusions drawn from the study mainly include the following aspects:1.The balanced development of teachers' IT application ability has a dual two-dimensional structure: the development of teacher information technology application ability in the time dimension;the equilibrium problem of the teacher information technology application ability between different regions in the spatial dimension.The balanced development of teachers' information technology application ability is a two-dimensional fusion of development problems and equilibrium problems.2."Precision development promotes balance" is a scientific strategic decision to fundamentally solve the sustainable and balanced development of regional teachers' IT application ability.To promote equilibrium through development,balance is the goal,and development is the means and path.The “precision” of the path is reflected in three aspects: precise capcapacity goal orientation,precise path based on correlation analysis,strategy system and dual consideration of development subjects.3.The balanced development of teachers' IT application capacity is influenced by factors such as self-efficacy,skill background,regional policy and school system,information construction and training,regional culture and application atmosphere.The degree of influence is ranked from information construction and training,self-efficacy,regional policy and school system,skill base,regional culture to application atmosphere.4.The specific five competence dimensions of teachers' IT application capacity are related to different influencing factors,and there is a correlation between strength and weakness.The research validates and deduces the effective improvement path to promote the balanced development of each capability dimension based on the influence direction and strength of each influencing factor on each capability dimension.Technical literacy is significantly affected by informatization construction and training,and skill background;planning and preparation are significantly affected by regional policies and school systems,informatization construction and training,self-efficacy,regional culture and application atmosphere;organization and management are subject to information construction and training,skill background,self-efficacy significant impact;assessment and diagnosis are significantly affected by informatization construction and training,skill base,self-efficacy;learning and development are significantly affected by self-efficacy,information construction and training,regional culture and application atmosphere;self-efficacy is significantly influenced by regional culture and application climate;the skill base is significantly influenced by self-efficacy.5.The balanced development of teachers' IT application capacity is a comprehensive,dynamic and complex system with features such as factor diversity,structural interaction,development dynamics and power dissipation.The research puts forward the collaborative innovation mechanism of “Four elements-A community and Three-cooperation”,which provides a mechanism guarantee for the efficient implementation of the balanced development path.This research has certain innovations in the perspective of research issues,theoretical viewpoints and research methods.For the first time,the research selected the teacher information technology application ability,which is the necessary professional ability literacy for teachers in the information age to study the path and mechanism of equilibrium,and opened up a new research perspective for the balance of teachers' quality level and a bold attempt and exploration of the balanced development of teachers.Research creatively constructs the theoretical framework for the balanced development of teachers' information technology application capabilities,validates and deduces the path system for promoting the balanced development of teachers' information technology application capabilities,and proposes the synergistic innovation mechanism of "Four elements-A community and Three-cooperation".This has achieved a new breakthrough in theoretical perspectives;comprehensive and flexible use of various quantitative and qualitative analysis methods in the research process has realized a new exploration of the integration of various research methods.Analysis conclusion also can be conducive to regions to make scientific and reasonable choices based on their own reality,and also provide reference and suggestions for the decision-making by government departments.
