Along with the thorough development of education informationization and the popularization of information technology education in China, the information technology education of the primary and secondary school is getting more and more prosperous, so that the development condition of it has been highly concerned by numerous researchers and practitioners.The professional quality and professional skill of the Information technology teachers is the key factor in the education of primary and secondary schools.So the professional quality of these teachers is severely asked to be excellent.However,because of the economic backwardness and others,the current situation of the information technology education in the western region is still far from being satisfactory, so that building a team of high-quality Information technology teachers is imperative.Based on the study of a large number of documents,this thesis Summarizes and analyzes six prerequisite qualities of the teachers asked by the condition of education informationization and the new course reform, such as education theory knowledge, professional spirit attainment, information literacy, technological literacy and so on.Through observation, interview and questionnaire called "Investigation about Information technology teachers condition of the primary and secondary school in the western region",this paper focuses on carrying on demonstration study on the professional qualities of the information education teachers in the primary and secondary schools in Xining city, and summarizes the influencing factors. The internal factors consist of career orientation, self recognition, teachers’ professional spirit, professional attitude and professional motivation. The external factors consist of social environment, the social consciousness, the requests of schools and education departments, the cultivation and training about the teachers, the school education informatization atmosphere and the education funds. At last, using the experiences of the developed parts of central and eastern and considering the characters of the west, this paper provides suggestions for professional development from three aspects:strengthening the identity of the information technology teachers, constructing professional development environment for the information technology teachers and carrying out research activities.
