Ten years idea,it would be better if trees;Hundred years idea,it would be better if fosters talent.Personnel training is the core and key of personal progress,social development and national rejuvenation.The coordination and coherence of different education stages is the basic guarantee for the continuous cultivation of talents.The cohesion of high school and university education is more important.Since the founding of the People's Republic of China,our government has been exploring the construction of cohesion between high school and university education by promulgating different connection policies.So far,China has established a connection between high school and university education centered on the unified entrance examination for higher education,the "Text-Centered"cohesion between high schools and universities in China has been unable to meet the world's development trends and China's actual needs.However,even though China has long proposed to promote the cohesion of all stages of education with the concept of systematic training;our government has not yet issued a high school and university Independent policy text for education convergence policy.After the 21st century,an education campaign for the reform of personnel training standards has been launched worldwide,and countries around the world have proposed new changes to their own personnel training standards.In 2015,China begins the reform of "double first class".The innovation of personnel training standard and the improvement of personnel training quality need higher quality talents.The training of talents in the cohesion system of high school and university education is the source of talents in China's higher education.China and Japan are close neighbors separated only by a strip of water,it's obvious to all there is high quality of Japanese higher education personnel training.Japan has always attached importance to the cohesion between high schools and universities Since the Meiji Restoration,the government has explored the construction of the cohesion between high schools and universities education in the country by promulgating different cohesion policies.In 2016,the "Final Report about cohesion between High School and University" was promulgated,marking the official start of the "cohesion between High School and University" reform,which is the latest and largest education reform launched by the Japanese education community in recent years.It has opened a new chapter in the cohesion between Japanese high school and university education as a comprehensive whole.This research is based on the construction of "double first-class" universities in China.It uses literature research methods,historical research methods,interview methods and comparative analysis methods,on the basis of clearly defining the relevant concepts and elaborating the relevant theories of Japanese high school and university education cohesion policy,this research constructs the analysis standard of Japanese high school and university education cohesion policy,combs the historical evolution of Japanese high school and university education convergence policy,analyzes the current situation of Japanese high school and university education cohesion policy and refines Japan Finally,on the basis of the analysis of the history and current situation of the policy,the development trend of the policy is prospected.This research is conducive to provide theoretical logic for the reform of the high school and university education cohesion policy in China from the perspective of comparative research,so as to promote the introduction of independent texts of the high school and university education cohesion policy and the establishment of the coherence and correlation of education convergence system.The theoretical research on the policy of the cohesion between Japanese high school and university education is the basics.It is the core of this chapter which analysis of the cohesion policy between Japanese high school and university education needs basis and the construction of its analysis standard.This chapter builds on the analysis of the core concepts and theoretical foundations of the cohesion between Japanese high school and university education policy,which constructs its analysis standards.After analyzing the core concepts and theoretical foundations,this chapter demonstrates that the constituent elements of the policy analysis standards for the cohesion between Japanese high school and university education include the four factual analysis elements of the policy environment,policy content,policy form,and policy process,as well as the basic categories,core concepts,three major value analysis elements of the sublimation orientation;and based on the facts and value analysis elements,construct specific indicators of the Japanese high school and university education policy analysis standards.Finally,this chapter constructs the analytical standards for the cohesion policy between Japanese high school and university education.The historical evolution of cohesion between Japanese high school and university education policy is the premise.Only by making clear the historical development process of Japan's high school and university education cohesion policy,can we understand how its current situation is formed.Japanese cohesion between high school and university education policies have distinct personalities at different stages of historical development.An inquiry into their development process can clarify the evolutionary logic of their development to date.This chapter takes the promulgation of the policy of cohesion between high school and university education in the course of Japanese history as the time node,and divides its development process into the period of budding,development,shaping,and reform.Among them,the policy showed the feature of "rough and direct" during the infancy period,of "preparatory transfer" during the development period,of "text-centered" during the molding period,and of "comprehensive whole" during the reform period.Each period has obvious inheritance and development.The present situation and reflection of the policy of cohesion between high school and university education in Japan is the key point,which take the fact analysis as the perspective.Only by deeply analyzing the cohesion policy high school education with university education in Japan can we understand how the government carries out the reform of "Cohesion between High School and University".The policy of cohesion between high school and university education promulgated by Japan's reform is an important measure for the Japanese government to explore the "comprehensive whole" type of cohesion in the new century.This chapter makes a comprehensive analysis of the policy environment,policy content,policy form and policy process based on the fact analysis standard of cohesion between high school and university education in Japan and interview with the stakeholders of policy.Among them,the policy environment includes the political,economic and cultural environment,the policy content includes the goal and the measure,the policy form includes the presentation,the expression and the supplementary form.The policy process includes the formulation,the implementation and the revision process.The value of the policy of cohesion between high school and university education in Japan from the perspective of value analysis is raising of things to a higher level.Value comes from fact,but also hidden in fact.Only by making clear the facts can we analyze the value;only by analyzing the value can we understand the real logic behind the the cohesion policy of high school and university education in Japan.The policy involves many subjects,and its ideology is always contained in the policy of cohesion between high school and university education in Japan.This chapter analyzes the policy value in depth in three dimensions:talent adaptability training,talent diversity training,talent consistency training.This chapter tries to explore the ideological consciousness contained in the cohesion policy between high school and university education in Japan through progressive value analysis logic.The researched the enlightenment of the cohesion between Japanese high school and university education Policy to China is the foothold.Through the comparative study between China and Japan,we can know whether and which part of the policy is suitable for the reform of the policy.Comparative research needs not only international vision,but also local feelings.This chapter makes clear the deficiency of the policy of cohesion between high school and university education through the historical combing of the text of the policy in our country and the in-depth interview with the object of the policy of high school and university education in China.The innovation of this research is to study the cohesion policy of the between high school and university education in Japan from the perspective of policy analysis,and to analyze from the aspects of problem posing,theoretical discussion,historical evolution,current situation reflection,value exploration,comparative reference,etc.,and to form some innovative academic views.In brief,through the study of the policy of cohesion between high school and university education in Japan,it can be seen that the policy essentially reflects the problem of "how to construct the cohesion between high school and university education to maintain the continuity of personnel training".In other words,the policy of cohesion between high school and university education is essentially a personnel training policy,of which fundamental purpose is to ensure the quality of personnel training.Whenever there is a major change in Japanese society and the government feels that there is a problem with the quality of the personnel trained in the cohesion between high school and university education,it will rethink the problem.As far as Japan is concerned,its policy is the development trend from "extensive direct cohesion" to "comprehensive whole".
