Research On Multi-agent Cooperative Supply Of Public Sports Service In China

Public sports service is a livelihood project involving the health and welfare of citizens.Under the promotion of the national fitness program(2016-2020)and the supply-side reform,how to effectively respond to the growing and diversified demands of the public is an important issue in public sports services.At present,the problem of the ever-increasing citizens' sports demand and relative lack of supply of public sports services is highlighted.The dissolution of the actual dilemma forces the government to seek a supply mode that integrates multiple forces,and the coordinated supply of multiple entities becomes the current choice.In this study,literature research,questionnaire survey,interviews,inductive and deductive methods,case analysis were used to study the coordinated supply of multiple public sports services in China.The conclusions are as follows:First,synergistic supply of multiple subjects of public sports service refers to the principle of equal interaction and mutual consultation and dialogue among government,sports market organizations,sports non-profit organizations and individual citizens in order to meet the demand of public sports to the maximum extent,to achieve the complementary advantages,information sharing,benefits fit,the common supply of public sports products and services.It has the characteristics of subject diversity,target publicity,interest congruence,and overall synergy.Second,The collective supply of multiple subjects should adhere to the principle of demand-oriented,giving consideration to the principle of fairness and efficiency,the principle of layered supply,the principle of establishing the synergistic goal,and the principle of setting up the coordination mechanism with order parameters.The contradiction between supply and demand and the coordination of interests among multiple subjects dominate the direction and effect of the coordinated supply system and are the order parameters of the system.Thirdly,the main reason for the cooperative supply of multi-agent of public sports service is the imbalance of supply and demand,the failure of single supply subject and the synergistic effect.In the overall utility,the coordinated supply of multiple subjects can effectively respond to complex and dynamic sports demand,improve the quality and supply efficiency of public sports service,and also benefit the exertion of the main actors such as government,sports social organizations and sports marketing organizations.Fourth,in the synergistic supply of multiple subjects of public sports services,the government plays the role of "meta-governance." Sports marketing organizations play the role of "mutual benefit and win-win".Sport nonprofit organizations play the role of "complementary sharing".Community sports autonomous organizations play the role of "connecting each other" and citizens play the role of "effective participation in practice.The government is equivalent to the central nervous system of the human body.It is the "organizer" of the collaborative system.The non-governmental main body is equivalent to the other functional organs of the human body.They perform their respective duties and do their best to work closely with the nervous system to exert their respective resource endowmentsFifth,the synergistic supply of multiple subjects in public sports service is a dynamic vertebral model.The dynamic vertebral model can be divided into cooperation model,competition model,and three models of the balance model.The five major suppliers including government,sports marketing organizations,sports nonprofit organizations,community sports autonomous organizations and citizens mainly adopt the cooperation mode in terms of demand expression,decision-making,financing and production,and mainly adopt the competition mode in the production chain.In the performance evaluation and supervision of accountability links mainly take the balance of checks and balances,the five major suppliers based on their respective roles and functions divided to complete different tasks.
