Physical literacy is an important result of students' long-term physical exercise,and stimulating students' physical exercise is the main goal of the formulation and implementation of the National Student Physical Health Standard(hereinafter referred to as the “Standard”).Therefore,physical literacy is the important orientation of the Standards' formulation and implementation.However,as a newly emerging research hotspot,there are differences in the concept definition,evaluation system and implementation strategy of physical literacy at home and abroad.Whether it is focused on cultivating students' physical literacy in their formulation and implementation,and what aspects of students' physical literacy are not known.the earlier the exercise intervention,the greater the impact of adolescents' physical exercise and will quality.Based on these,this study combines the theoretical research of body literacy at home and abroad,and intends to comprehensively and systematically explore the connotation and extension of physical literacy.On this basis,explore the "standard"(Primary Stage)in its historical evolution and reality implementation.Physical literacy orientation,analysis of existing problems and causes,hopes to provide theoretical support and practical guidance for the "standard" to promote the development of physical literacy of students in primary school.By domestic and foreign literature,this paper analyses the concept,philosophical basis and index system of physical literacy through system analysis,mathematical statistics,logical reasoning,etc.Research the historical evolution of the National Standards for Students' Physical Health(Primary Stage)in China,and explores the shortcomings of promoting students' physical literacy in its historical development.In addition,the research draws support from the Ministry of Education's National Standards for Students' Physical Health to review the test data of the Standard is to conduct formal questionnaires and interviews with 2400 pupils of grade 3-6,3600 parents from 1-6 and 120 physical education teachers from 30 primary schools in 3Provinces.The main study results were as follows:Physical literacy is a concluding concept,which reflects the knowledge,skills,understanding and values of purposeful physical activities both physically and psychologically.It is a comprehensive expression of a person from inside to outside in various physical activities,and can maintain the ability to participate in lifelong physical activities.It mainly includes sports skills and abilities;sports rules and strategies;sports motivation and behavior;sports personal and social attributes in four aspects.In the formulation of the Standards(Primary Stage),it focuses on the development of physical literacy by focusing on physical fitness and motor skills,but there are also:testing mechanisms based on external quantitative indicators,ignoring students' emotions and cognition.To inhibit the development of students' active sports motivation and behavior;to use the finality-based evaluation system,to neglect the process of student development,to inhibit the development of students' sports rules and strategies;to test the unified development of test items,to ignore students Intrinsic individual differences,students' personality development tends to be common.The implementation of the Standards(Primary Stage)has students' awareness of student participation to be improved,the attitude of participation needs to be corrected,the motivation for participation needs to be strengthened,and the implementation of the Standard(Primary Stage)has parents in external support.The degree of synergy with the school needs to be improved,the school sports venues are to be implemented,and the support of the society for the school needs to be quantified.The main reasons leading to the formulation and implementation of the Standard(Primary Stage)are the deviation between ideal and reality;the dislocation of subject and object;the difference between quality and literacy.Therefore,it is suggested that in the future revision of the Standard,the testing system should be improved to meet the internal requirements of physical literacy;the external environment for the implementation of the Standard should be improved to meet the external requirements of physical literacy;the attention groups should be expanded to meet the overall concerns of physical literacy;and the training ofteachers should be strengthened to meet the overall implementation of physical literacy.In the implementation of the "Standard" in primary school,it is urgent to establish an integrated electronic record;build a compulsory and free evaluation system to face the long-term development;and give full play to the teaching function of school physical education.
