Research On Financial Support For Rural Land Transfer In Henan Province

With the continuous deepening of reform and development in our country,the issue of "three rural issues" is at the forefront of social development.To solve the "three rural issues",we must solve the land issue in rural areas.In recent years,many policies on rural land transfer and financial support have been promulgated one after another.The concept of the "separation of the three powers" proposed by the land and the trial of the pledge of rural land management rights have opened up a new phase of rural land transfer and rural financial development in our country.Rural land transfer needs a lot of financial support from rural financial institutions,which provides opportunities for the development of rural finance.However,rural financial institutions provide financial support for rural land transfer and help rural land transfer.This article first elaborates the background,significance,general situation of research at home and abroad,research ideas and research methods.After that,it briefly introduced the basic situation of land transfer in Henan Province and the results achieved.It also pointed out that the existence of farmer's traditional ideas in Henan Province is deeply ingrained,the protection mechanism for landless farmers is not perfect,the land circulation is less normative,and the farmland circulation is used.There are many issues and problems,analyzing the changes in the financial needs of rural households in the context of land circulation and the correlation between rural land circulation and rural finance.They believe that the two are highly positively correlated and can coordinate development,pointing out rural land transfer finance in Henan Province.Supporting the existence of a single channel for land circulation financial support,lack of rural financial support products,irrational structure of financial products,agricultural insurance lagging behind,land valuation assessment is not uniform,the financial support model for rural land circulation is more traditional and other issues.Finally,by drawing lessons from domestic and German,Japanese,and US experience,we tried to establish a financial support system for rural land circulation from rural land transfer financial organization system,rural land transfer financial product system,rural land transfer insurance system,and rural land transfer supporting system..
