Study On The Supervision Performance Influence Factors Of Food Quality And Safety In FUJIAN

The quality and safety of agricultural products is a significant livelihood of the people which concerns people's life safety and health and social harmony and stability.In recent years,the frequent accidents of agricultural products quality and safety indicated the inefficient phenomenon of government regulation.So improving the regulation performance of agricultural products quality and safety is raised into the important agenda.This paper reviewed related research literature and took the general system theory,public goods theory,asymmetric information theory,government regulation theory and performance management theory as the theoretical basis.On the basis of theoretical analysis and literatures review,this paper designed the theory model of infuential factors of the quality and safety of agricultural products regulation and put forward the research hypothesis.Based on the experts interviews and literatures review,this paper designed the questionnaire and achieved the data and information from the interview survey of the vegetable farmers from 50 typical districts and counties in Fujian Province.This paper verified the theoretical model and research hypothesis and put forward the countermeasures and thought to further improve the supervision performance of agricultural products quality and safety.This paper has mainly obtained the following research results.Firstly,in accordance with the analysis thought of the general system theory,combined with the elements and characteristics of the supervision system of agricultural product quality and safety,from the following five dimensions:the capacity of regulatory authority,regulatory means,regulatory mechanism,the behavior of regulatory object and regulatory environment,this paper extracted 20 infuential factors of regulation performance after purifying the indexes.These factors are as follows:regulatory authority setting,quality of regulators,regulatory incentives,regulatory inputs,detection means,legal means,economic means,administrative means,certification system,the traceability system,production safety commitment system,emergency disposal system,safe production awareness,specification use of agricultural inputs,the situation of participating in training,the situation of participating in standardized production,the situation of setting up production file,supervision by public opinion,coordinated regulation by social organization,citizen supervision and report.Secondly,empirical analysis results revealed the effect relationship and the function mechanism between the constituent elements of the supervision system of agricultural products quality and safety,which include:the capacity of regulatory authority,regulatory means,regulatory mechanism,the behavior of regulatory object,regulatory environment and so on.The research has the following findings.First,the capacity of regulatory authority has a direct path effect on regulatory means,regulatory mechanism and the regulation performance and has an indirect path effect on the behavior of regulatory object through regulatory means,has an indirect path effect on regulation performance through regulatory mechanism.Second,the behavior of regulatory object,meanwhile it is the intervening variable that regulatory means and regulatory mechanism indirectly affect regulation performance,has a direct path effect on the regulation performance.Third,regulatory means has an indirect path effect on the regulation performance through the behavior of regulatory object.Fourth,regulatory mechanism has a direct path effect on the regulation performance and has an indirect path effect on the regulation performance through the behavior of regulatory object.Fifth,regulatory environment has an indirect path effect on the regulation performance through the behavior of regulatory object.Thirdly,the empirical analysis results verify that the constituent elements,which include the capacity of regulatory authority,regulatory means,regulatory mechanism,the behavior of regulatory object,regulatory environment and so on,are the important variables influencing the regulation performance.As formal institutional arrangements for agricultural products quality and safety supervision,they play a positive role in improving the regulation performance.Designing the latent variables and the measurable variables,which are the influential factors of the supervision performance of agricultural products quality and safety,building the theoretical model and verifying the effecting relationship and the function mechanism by adopting the structural equation model(SEM),this paper will enrich the research theory and method of supervision performance of agricultural products quality and safety.Meanwhile,the research conclusion has practical significance,which can provide a reference for the government decision-making of strengthening the supervision of agricultural product quality and safety and provide guidance for the safe production behavior of agricultural enterprises.
