Weifang Agricultural Product Quality Safety Regulatory Problems And Countermeasures Research

Entered in the21st Century, along with the rapid development of China’s agriculture and easing relationship between agricultural supply and demand, people’s choose space for agricultural products is growing more and more big. People began to pay more attention from quantity to quality and safety, but exposed problems’number of agricultural products quality safety is growing, agricultural product quality safety problems have became an important issue which restricts China’s agricultural and rural economic development and must be solved imminently. If the agricultural products quality safety problems can not be solved properly, they will not only endanger health and safety of the people, but also affect the stability of the whole society and economic order.This article is precisely under such background, based on the theories of public management such as public goods, market failure, total quality management and new public management theory, to find out the problems of Weifang agricultural product quality safety and to put forward the corresponding solutions. This paper is divided into six parts; the first part generally describes the study’s purpose, significance, research review, research methods and so on. The second part introduces the concepts and basic theories of agricultural product quality safety management, expounds the inherent relationship between public management and agricultural product quality safety regulation. The third part reviews the historical periods of China’s agricultural product quality safety regulation and the practice exploration all over our country. The fourth part focuses on finding problems in the chain of Weifang agricultural product quality safety regulation, and analyzes the causes from the aspects of pollution, ideas, mechanisms, systems and policies. The fifth part generalizes several models of the main developed countries and regions’ agricultural product quality safety regulation, and summarizes the experience of developed countries and regions governments on strengthening regulation of agricultural product quality safety. On the basis of problems analysis and experience for reference, the sixth part proposes countermeasures to strengthen Weifang agricultural product quality safety regulation from six aspects:enhancing agricultural inputs regulation, strengthening source control; building a system of market access, changing the operating mode; perfecting regulation and inspection system, improving regulatory capacity; strengthening information disclosure and communication, eliminating information asymmetry; strengthening the agricultural execution law construction, improving law enforcement ability; clearing government responsibility, increasing assessment and accountability efforts.Agricultural product quality safety regulation is a long-term and arduous task; we must further strengthen the role of service-oriented government in the regulation of the quality and safety of agricultural products, to achieve "from farm to table" the whole seamless regulation upon the agricultural product quality safety, and to maximize the protection of agricultural product quality safety, so that people can eat at ease and we can earnestly safeguard the agricultural market order and the vast consumers’ legitimate interests.
