Research On New-urbanization Development In Guangxi

New-type urbanization as a systemengineering that takes man's all-round development as the core, widely involved in many fields such as economy, society,ecology and etc, is the product of China urbanization which developed to a certain stage. Since the reform and opening-up policy, urbanization development in China goes continuously with the economic and social growth. Since 2012, China urbanization rate boosts above 50%, which shows that urbanization has entered a rapid developing period, especially in some developed areas, the urbanization rate of which has achieved a higher level, close to 70%. Due to regional imbalances of urbanization development across our country, however, in the western region, the urbanization development levelis still below national average. Take Guangxi as an example, the thirteenth five-year-plan outline for the national economic and social development in Guangxi put forward, until the end of this period, that is to say, in 2020, the urbanization rate of Guangximust reach more than 50%. Guangxi urbanization development level lags nearly 10 years behind the national average. In the context of the New Normal economic growth, to study a new type of urbanization development in Guangxi is vitallyimportant. This paper researches on the historical evolution of modern urbanization process in China; indicates the objective necessity of the new-type urbanization path selection; and as a research starting point, analyzes the features of the evolution of urbanization in Guangxi and its current situation; explores the problems and causes during the advance of Guangxi new-type urbanization confrontedwith; and adopts the method of metrology inspection to clear themain influential factors of path selections of Guangxi new-type urbanization. On this basis, this paper clears the overall goal and strategic taskof Guangxinew-typeurbanization; reasonably designs multivariate coordinated development path which issuitable for the situation of Guangxi; and grants corresponding institutional guaranteeto promote Guangxi overall economic and social growth.This thesis is divided into nine chapters. The first chapter is the introduction, from the research background and significance of the new urbanization research in Guangxi, mainly makes literature review of the domestic and foreign relevant research, explains from three aspects, namelythe research objectives, basic content, research ideas, and research methods, to pave the way for the research and development of the new urbanization in Guangxi.The second chapter mainly illustrates the concepts and theoretical basis of urbanization. This chapter firstly explains the related concepts, then summaries and reviews the Marxist classical writers'thoughts on urbanization, China characteristic urbanization theory, and modern economics on urbanization, so as to lay the theoretical foundation for the development of the new urbanization in Guangxi.The third chapter mainlyinvestigates the evolution and achievements of the urbanization development in Guangxi since the reform and opening-up policy. This chaptermainly analyzes the historical process of the urbanization development in Guangxi since 1978, analyzing the achievements of urbanization development in Guangxi in the aspects of urban construction quality, urban carrying capacity, urban spatial distribution, driving the adjustment of industrial structure, and so on.The analysis shows that the urbanization development in Guangxi is in the continuous rising stage, and it will be very promising especially in the new normal background of economic development.The forth chapter mainly compares the quality of urbanization development between different cities in Guangxi.By setting a target of new urbanization development, constructing quality evaluation system of urbanization development, using analytic hierarchy process to make weight assignment for rating system, this chapter analyzes the quality of urbanization development of different cities in Guangxi to lay the foundation for fully understanding the quality of urbanization development in Guangxi, and the layout of urbanization of the areas along the sea, river and border.The fifth chapter studies the advantages and opportunities of the development of new urbanization in Guangxi. This chapter expounds the importance of the construction of new urbanization in Guangxi under the background ofthe "new normal", focuses on the analysis of the comparative advantage of the construction of the new urbanization in Guangxi, as well as major opportunity, launches a more in-depth analysis on the main factors affecting the development of new urbanization in Guangxi.The sixth chapter analyzes the factors restricting the development of new urbanization in Guangxi. This chapter analyzes the existing problems of urbanization development in Guangxifrom the aspects of development level of urbanization, urban development power, the urbanization of people, the effects of market in the urban construction and other aspects, and from macro and micro aspectsto analyze the reasons restricting the development of Guangxi urbanization.The seventh chapter mainly discusses the development of new urbanization from home and abroad. This chapter not only introduces the urbanizationdevelopment process, experiences and measuresof the United States, Britain and Japan and other developed countries, but also introduces the development pattern and the experience of Guizhou Province, Guangdong Province, and Jiangsu Province, three neighboring provinces of Guangxi.By borrowing the experiences and practice from these countries and brother provinces, this paper provides ideas and references for the development strategy of Guangxi new urbanization.The eighth chapter mainly studies the layouts of the new urbanization development in Guangxi. This chapter mainly focuses on the characteristics of Guangxi, lays emphasis on studying the new urbanization strategic layouts in coastal regions, riverside regions and border regions:coastal regions are to develop national-level major metropolitan clusters; riverside regions are to develop multiple-featured town clusters; while border regions are to develop ethnic-featured town clusters.The ninth chapter describes the policy recommendations to promote the development of new urbanization in Guangxi. This chapter is based on the success and failure of the development of urbanization in Guangxi since reform and opening up policy, expounds principle and mode selection of Guangxi new urbanization development, from the new power --production and city integrated as one, the new pattern --urban and rural overall development, new tasks --people-oriented and new requirements--harmonious development, clarifies the relevant countermeasures and suggestions of new urbanization.By studying the main conclusion is as follows:1.Guangxi urbanization development level and quality is relatively backward. Development is uneven, and regional difference is huge, which is basically consistent with Guangxi economic and social development, resource endowments, and history conditions. In the background of "New Normal", opportunity must be seized; reason why Guangxi is lagging behind should be analyzed; regional advantages, late-mover advantages, ecologic dominance, transportation advantages should be taken advantage of so as to accelerate the process of new urbanization.2.Guangxi is a western frontier province, ethnic minority autonomous province and the only western province that has jurisdiction over coastal regions, riverside regions and border regions. During the process of new urbanization development, western ethnic regional feature, coastal regional feature, riverside regional feature and border regional feature must be embodied; measures should be adjust to local conditions, layout should be scientific, which makes new urbanization more of Guangxi characteristics.3.During the process of new urbanization development, the government plays a very important role. The advance of new urbanization should go consistent ly with national macro policy and Guangxi development strategy. In the mean time, the establishment of China-ASEAN free trade zone and the multi-regional cooperation between PPRD region and the Greater Mekong region make the market play a active role in new urbanizationdevelopment. Thus, Guangxi new urbanization development should handle well the relationship betweenthe governmentand the market:the government and the market function simultaneously, while the market make a proper entry and the government make a proper exit.4.Traditional urbanization could not meet the requirements of times. Thus the path of Guangxi new urbanization development should avoid being trapped into the path of traditional urbanization:successful experiences about urbanization development in domestic and overseas developed areas should be borrowed, on the basis of theoretical analysis and reality analysis; under the guidance of national and Guangxi new urbanization development planning, multiple development modes shoule be adopted to push the path selection of Guangxi new urbanization; new power, new task, new requirement, new layout should be embodied during the specific implemention process.5. Innovation is the effective guarantee of Guangxi new urbanization path selection. Due to some flaws in system device, the advance of Guangxi new urbanization development is deeply affected. Since comprehensively deepening reform is mention in the Third Plenary Session of the 18th CPC Central Committee, some systems in Guangxi should be deeply reformed; the systems aimed to serve new urbanization development should be built, so as to completely eliminate the obstacles resulted from urban-rural segmentation, and speed up the process of Guangxi new urbanization.
