After Deng's Southern Tour, the SCPRC decided to further opening up of Heihe, Suifenhe, Hunchun, and Manzhouli four border cities on March 9, 1992 which marked the official opening of border regions. In nearly 20 years the border regions have made great achievements. But compared to other regions, theirs disparities are quite obvious. The regional economic imbalance may have a negative impact on social stability. Therefore, National Economy and Social Development, the recommendations of Twelfth Five-Year Plan bring up "the overall strategy for regional development"and western development strategy will be placed in priority, the state will continue to support ethnic regions.This thesis takes the pattern and effect of border areas opening to the outside world as the focus of study, and discusses the opening of border history, status, experience, lessons and the development strategy of mid-21st century. At the same it gives the attention to the phenomenon of economic integration. Highlights of the thesis are as follows: First, it attained the mode of border regions opening. Second, the thesis quoted a lot of English original data. Third, it had a new division to the process of opening up border areas. Fourth, the effects of border areas have been open to re-defined. Fifth, it puts forward a bold vision to the border region development strategy of mid-21st century. Sixth, plenty of text chart data and informative. The first 20 years of this century is the period of strategic opportunities for border regions.
