Human beings live and prosper at the waterside.Human civilization was originated in the river culture,the development of human society was accumulated in the river culture,and river civilization also promoted the economic and social development.Historical changes,survival and development of human beings and rise and decline of economy are all closely related to the watershed civilization.Since the reform and opening up policy in 1978,China’s economy has achieved remarkable growth,becoming the world’s second largest economy;however,with the deepening of reform and the gradual disappearance of labor dividends,the traditional extensive development model depending on resources and elements is increasingly difficult to maintain,and affected by the geographical and differentiated policy factors,uneven,uncoordinated and unsustainable development issues become increasingly prominent in China’s Eastern,Middle and Western regions.Under the new normal economic development of maintaining stable growth,making structural adjustments,and promoting industrial upgrading,the future strategic focus of China is to further improve the level of regional coordinated development,change economic development mode and improve green growth efficiency.In this background,promoting economic and green transformation and development of Han River Basin not only meets the basic requirements of the five major development concepts,but also contributes to its deep integration with the Yangtze River Economic Belt.In 2016,national 13th Five-Year Plan announced to "promote Hubei Han River ecological economic belt construction".As the core area of the Han River Basin Economic Belt,Hubei Han River ecological economic belt has been officially listed as national strategy.Promoting the coordinated development of Hubei Han River ecological economy is of great significance for realizing regional sustainable development and stimulating green growth vitality.The core issue of this research is the evaluation of regional coordinated development of Hubei Han River ecological economic belt,and the effect of regional coordinated development level on green growth efficiency.Based on the theories of economic growth,regional coordination,eco-economics and green growth,starting from four dimensions:economic coordination system,social coordination system,environmental coordination system and innovative coordination system,this paper comprehensively evaluated the regional coordinated development level of Hubei Han River ecological economic belt;furthermore,based on the theoretical mechanism of regional coordination affecting green growth efficiency,the impact of regional overall coordination level,the subsystem coordination level of Hubei Han River ecological economic belt and specific factors on green growth efficiency were tested by empirics.Specifically,the core content of the research can be divided into the following four parts:First,the construction and evaluation of regional coordination index system of Hubei Han River ecological economic belt.First of all,the research was started from four dimensions of economy,society,ecological environment and innovation,and constructed a comprehensive evaluation system of regional coordination level of Han River ecological economic belt including 14 second-level indexes and 31 third-level indexes;furthermore,principle component analysis is used to calculate the regional coordination level of Han River ecological economic belt,and time and space analysis of Han River economic belt are carried out from economic coordination level,social coordination level,environmental coordination level,innovative coordination level and total coordination level respectively.The results showed that in county(district)level,the economic coordination level,social coordination level,ecological environmental coordination level and the regional coordination level of Hankou District were the highest;the innovative coordination level of Zengdu District was the highest;the overall level of regional coordination in each county(district)fluctuates obviously,showing a downward trend after rise first.According to the analysis of each section,the economic coordination level,social coordination level,environmental coordination level and regional coordination level of Wuhan City were the highest;the innovative coordination level in Suizhou was the highest;the gap of regional coordination level in Han River economic belt was gradually decreasing.Second,theoretical mechanism analysis of influence of regional coordinated development on green growth efficiency.It is concluded that the realization of regional coordination level contributes to industrial coordinated division of labor,regional economic integration and regional cooperation,and it is also good to promote cross-regional factor mobility and eco-environmental protection,thereby improving green growth efficiency.Furthermore,based on the four dimensions of economic subsystem coordination,social subsystem coordination,environmental subsystem coordination and innovative subsystem coordination,the author discussed the influence of the variables of the subsystem indexes on green efficiency and put forward relevant assumptions.Finally,for economic coordination indexes,the research of per capita GDP and the tertiary industry structure help to improve the green efficiency.The investment of fixed assets is not conducive to the improvement of green efficiency,and the influencing mechanism of Gini coefficient reflecting regional income gap is complicated;for social coordination indexes,the medical infrastructure can improve green efficiency,but the influencing mechanism of urbanization mechanism is uncertain;for environmental coordination indexes,the energy intensity is not conducive to green efficiency,and sewage treatment capacity is conducive to improving efficiency;the last one,technological innovative indexes can contribute to efficiency significantly.Third,empirical analysis of the influence of regional overall coordination,subsystem coordination and influencing factors on green growth efficiency in Hubei Han River ecological economic belt.The effects of regional coordination on green growth efficiency were tested from the aspects of overall level,regional coordination subsystem and specific variables of subsystems.Firstly,empirical results of overall coordination index and green efficiency and regional differences.The elasticity of influence of regional coordination on green growth efficiency is 0.570,which is beneficial to improve the production efficiency,reduce the energy consumption and realize green growth.Seen from the regional differences that affect the elasticity,county-level city,Shiyan City and Suizhou’s elastic coefficients are over 0;the elastic coefficients of Wuhan City,Xiangyang and Jingmen are less than 0,but it is not significant.Secondly,empirical results of subsystem coordination index and green efficiency and regional differences.The economic coordination index coefficient is 0.615,the social coordination index coefficient is 0.915,and the environmental coordination index is not significant,constituting the important bottleneck of green efficiency improvement,and the innovation coordination index is 1.319,indicating that improving regional innovation ability is critical for the increase of production efficiency,optimization of industrial structure and enhancement of environmental efficiency.Thirdly,the empirical results of subsystem indexes and green growth efficiency and regional differences.Per capita GDP,Gini coefficient and investment of fixed assets coefficient of sub-variables of economic system are significant.The higher the Gini coefficient is,the greater the regional income gap is,which is not conducive to the improvement of green production efficiency.As an input index of production efficiency,investment of fixed assets has negative impact on green production efficiency.The number of hospital beds and coefficient of urbanization rate in the social system sub-variables are significant.The sewage treatment rate and energy intensity coefficient of the environmental system sub-variables are significant.The lnpatent coefficient of the number of patent for the innovation subsystem independent variables is 0.944.Fourth,countermeasures and suggestions.Drawing lessons from advanced experience at home and abroad,combining with characteristics of the Han River Basin,the author put forward suggestions at the system and mechanism level,explored the development path of the integration of province,city and county three-level linkage,and raised consultation mechanism at government level.Accelerate the development of new urbanization and industry-city integration,and promote industrial agglomeration by promoting green manufacturing projects.Strengthen the ecological environmental protection of the whole Han River Basin,and speed up the feasibility and operation of the upstream and downstream ecological compensation mechanism.Take advantage of Hubei FTA and dock "the belt and road"to achieve open development of Hubei Han River ecological economic belt,and ultimately achieve development of green growth and regional coordination hand in hand.
