| Scientific and technical achievements are important resources to enhance national competiveness and increase the productivity. Scientific, fair and accurate assessment of scientific and technical achievement is of great significance for the development in science and technology. In recent years, assessment of scientific and technical achievement in our country has been improved constantly. However, there are still many problems, especially in index system and method of assessment. Therefore, the following researches about applied technology achievement have been done.Firstly, the development of domestic and foreign assessment of scientific and technical achievements as well as assessment method and index system was analyzed and summarized.Secondly, an index system of assessment of applied technical achievements was established according to the characteristics of applied technical achievements and the DEA method, the meaning and value of each index was defined as well.Thirdly, according to the historical data of experts, the dynamic weight model of experts based on grey correlation degree was established, it makes dynamic weight assignment and score correction for experts.Finally, the DEA method was applied to the assessment of applied technical achievements, and a reference achievement will be set in each assessment. Decision making unit ranking method based on the system potential loss was used to sort the achievements which are all effectively for DEA, and a case of applied technical achievements in Qingdao was computed. |
