Performance Assessment Of Quality And Safety Supervision On Livestock And Poultry Products In Beijing

The quality and safety of agricultural products is an important part of structural reform to agricultural supply side in China.Administration and supervision on food safety is an effective means to make up for the lack of market mechanism and to correct the failure of food market.The level of supervisory performance plays a key role in ensuring food safety.Meanwhile,Beijing as a important consumption cities with large population,the economy and income of residents remains high,resulting for high quality and safety requirements to livestock and poultry products;the source of livestock and poultry products are complex and diversified,highlighting its representation on management on quality and safety of livestock and poultry products.Therefore,it is of great significance for the in-depth study of quality and safety management issues for Beijing livestock and poultry products to improve the quality and safety management system of livestock and poultry products in Beijing and other regions,and to improve the level of food safety in China.This paper analyzes the related issues of quality and safety supervision of livestock and poultry products in Beijing.There are 5 specific research contents:(1)Based on the theoretical basis of information asymmetry,market failure and government regulation,drawing lessons from the SCP paradigm of the new institutional economics,constructing of "livestock and poultry products market properties-livestock and poultry products quality and safety supervision system-livestock and poultry products supervision of the main behavior-livestock and poultry products regulatory performance" theoretical framework;(2)Collect information via relevant literature and field research to master china's livestock and poultry products production,consumption,quality and safety and other basic status quo,and based on research on government,consumers,livestock and poultry products manufacturing enterprises to have in-depth analysis of Beijing livestock and poultry products quality and safety supervision status quo;(3)Establish of consumer supervision and corporate game model,government regulation and corporate game model,combined with case analysis,to explore the government,business,consumer behavior and the relationship between the three main factors;(4)Analyze supervision efficiency on quality and safety of livestock and poultry products with cost-benefit method and based on Balanced Scorecard,constructs a multi-subject comprehensive evaluation index system of livestock and poultry products to evaluate supervision performance on quality and safety of livestock and poultry products in Beijing.(5)Uses the structural equation model to quantitatively analyze the influence path and mechanism of government regulatory agency capacity,supervision system,supervision means and other participant behavior on supervisory performance.The main conclusions are as follows:(1)Government,enterprises,consumers tripartite behaviors affect each other,the punishment mechanism is an effective means of livestock and poultry product quality and safety supervision,and incentive mechanism can not restrain corporate irregularities;(2)The benefit-cost ratio of regulatory policy is 11.37: 1,which is economically reasonable,higher than the national average;(3)Intensive and large-scale farming model increase the risk of multiple diseases dissemination,but a substantial improvement in regulatory policy performance;(4)The overall performance score of the quality and safety supervision system of Beijing is 4.17,the supervision level is good,which is higher than the national average level,but the work performance and the related interest subjects dimension are weak;(5)Government supervision and management of consumers,corporate behavior is a significant direct impact on regulatory performance,government regulatory capacity and regulatory system through regulatory means have an indirect impact on regulatory performance,and the role of regulatory means the largest regulatory role.The innovation point of this paper is obtains a large number of first-hand data through the government,enterprises,consumers and more multi-subject field research,enriching the existing research database;makes a new attempt to quantitatively evaluate the performance of the quality and safety supervision policy and the performance of the regulatory system in Beijing,and analyzes the influencing factors of the supervisory performance and analyzes its influence path and mechanism.
