As the recent rapid economic growth of developing countries narrows the gap between developed countries and competition among the countries becomes more intense, the importance of research is to establishing strategies for economic growth and determining the main factors influencing emerging economic growth. The most important factors influencing the economic growth of the country are trade, technological innovation has a positive effect on trade performance, and trade performance has an influence on the national economy. In the past, most of the research related to technological innovation mostly used patents as proxy variables.However,patent-centric research and development produced large quantities of patents with extremely low use value. This has become the reason why patents have limitations as proxy variables. In this study, standard essential patents were proposed, which are quoted more than general patents and have relatively higher technical value,as new proxy variables of technological innovation. The effect of patents and standard essential patents were compared and analyzed, which are proxy variables of technological innovation,on the ICT industry trade performance of the entire country(29 countries except for the countries with no data of 35 OECD countries)and developed countries [G7(France,United States,United Kingdom,Germany,Canada,Italy,Japan)and Korea],For panel analysis,26 years data related to trade and technological innovation factors of OECD,WDI,and JTC1 has been used.As a dependent variable of this study,we carried out research using trade performance(import / export scale). As a result of analyzing the factors affecting the export scale,it is found that standard essential patent, technology cooperation, and research and development investment have a positive effect on both the 29 of OECD countries and developed countries(G7 and Korea). In the case of patents, the 29 of OECD countries showed a significant correlation with export scale, while it was not significant in developed countries(G7 and Korea). As a result of analyzing the factors affecting the import scale,it was found that standard essential patent, technology cooperation, and research and development investment had a significant effect on the 29 of OECD countries and developed countries(G7 and Korea). As with exports, the patents had a negative impact on the import scale of 29 OECD countries, while the imports scale of developed countries(G7 and Korea)had no effect. In conclusion, while the standard essential patent had a positive effect on trade performance in both the 29 of OECD countries and the developed countries(G7 and Korea),the patents were less effective than standard essential patents,or meaningless. It can be seen that standard essential patents are more influential in technology innovation than patents in terms of trade performance. On this basis, the case of standard essential patents has been analyzed and finally points out the comprehensive conclusions and limitations of the study, and put forward the corresponding policy direction suggestions.
