Among various intercity modes of transport in city cluster,because of its better technical and economic characteristics,rail transit has become one of effective ways to break the bottleneck of future development in city cluster and realize sustainable development of region in recent years.The paper summarizes the unreasonable phenomena in the development of intercity rail transit in China:development of intercity rail transit is not suitable for the change of business passenger flow and failure to find a stable and efficient system for passenger transportation in city cluster,therefore,the efficiency of intercity rail transit to allocate city cluster resources is reduced.This paper concludes that the existing research is less concerned with the impact of intercity rail transit on city cluster,less involved in the coordinated development of city cluster and intercity rail transit,less from time-spatial perspective to analyze the interactive development of intercity rail transit and city cluster.It has not yet formed a relatively complete theoretical interpretation framework.How to use rail transit to better serve the construction and development of city cluster has become one of the important subjects of city cluster planning.For this reason,what kind of transmission mechanism between intercity rail transit and city cluster can achieve time-spatialmatching,and then realize the optimization and efficiency enhancement of city cluster?What kind of institutional arrangement can effectively guarantee time-spatial matching between city cluster and intercity rail transit?In order to study the problem,this paper applies the theories of transport economics,institutional economics and spatiotemporal economics,including:1.The paper improves the theoretical foundation of time-spatial matching between city cluster and intercity rail transit.(1)The interactive evolution relationship between function and form of city cluster is summarized.(2)Based on the technical and economic characteristics of intercity rail transit,This dissertation excavates time-spatialcharacteristics and time-spatialeffects of intercity rail transit,defines the concept of intercity rail transit function is time-spatial properties and their corresponding time-spatial characteristics and time-spatial effects,which determine by economic characteristics of intercity rail traffic based on product-resource-network(PRN)economy analysis.Intercity rail transit function meets the demand of business travelers and produces an effect on the development of city cluster.(3)This dissertation analyzes time-spatial relationship between city cluster and intercity rail transit from short and long term,proposes concept of time-spatialmatching,which refers to the matching relationship between endogenous demand of city cluster evolution by time-spatial compression and functional supply of intercity rail transit,which is based on technology and economic characteristics of product-resource-network economy analysis.Concept of time-spatialmatching also includes the corresponding system guarantee the process of effective matching and effectiveness.2.This paper builds theoretical framework for time-spatial matching of city cluster and intercity rail transit.Based on PRN economic analysis and function conduction mechanism which includes time-spatial characteristics?time-spatial effect,intercity rail transit is basic motive force which is effective realization of time-spatial matching between intercity rail transit and city cluster,give full play to the role of intercity rail transit in promoting the spillover effect of city cluster,to guide and optimize the fundamental motive force of city cluster.Meanwhile,the system guarantee of four levels including policy and regulation,subject of responsibility,enterprise organization and implementation procedure is the institutional basis for the effective realization of the location coupling of city cluster and intercity rail transit,for the promotion of traffic location performance,for promoting change of city cluster industry and population distribution.By introducing analysis model of supply and demand relationship with transportation cost,this dissertation analyzes the implementation mechanism of time-spatial matching between city cluster and intercity rail transit that based on location coupling.The mechanism includes three transmission paths:pull by functional requirement of city cluster?push by functional supply of intercity rail transit?guarantee of institutional change.Through analysis,conclusion is that with the continuous improvement of time-spatial matching between city cluster and intercity rail transit,the cost of intercity passenger transport is declining.3.Taking Tokaido city cluster,Pearl River Delta city cluster and the Beijing Tianjin Hebei city cluster as an example,this paper studies time-spatial matching of intercity rail transit and city cluster.Through the above analysis,the conclusion is divided into two parts:Academic conclusion:(1)It is demonstrated that only intercity rail transit can match the development needs of compact and intensive city cluster.(2)Based on PRN economic analysis,intercity rail transit determines its functional orientation and realizes its time-spatial characteristics and time-spatial effects to meet the travel needs of the commercial passenger flow and influence the development needs of city cluster.(3)The time-spatial characteristics of intercity rail transit effectively compress the time-spatialdistance of city cluster,enhance the agglomeration of city cluster and promote the realization of compact and intensive city cluster.(4)The policies and regulations,the subject of responsibility,the organization and the implementation procedure which cross administrative boundary are the institutional arrangements to effectively resolve the mismatch between intercity rail transit and city cluster.Policy conclusions:(1)pay attention to the functional boundaries of high speed railway,intercity railway and commuter railway with the function change of the process of urbanization.(2)pay attention to the comprehensive planning and stratified construction of the urbanized regional railway network.The urban circle should pay attention to the changes in the function of the intercity rail transit,and make full use of the existing railway and highway to share the passenger flow in the metropolitan area.(3)timely formulation of industrial guidance planning and population development plan matching the development of intercity railway network,and perfect the intercity railway network to serve the construction and development of city cluster.
