Study On The Distribution Of Income Benefited From Rural Homestead Transfer

Rapid urbanization has created a huge demand for urban construction land,urban renewal and land intensive,etc.have been completely unable to meet.At the same time,the rural surplus labor force to the city transfer,rural construction land,especially rural homestead showing extensive use and idle.The root cause of the upside-down and contradiction between the two is the absence of the transfer mechanism of the rural homestead.The study on the transfer of rural homestead and its distribution can provide a better way to improve the efficiency of rural land resource allocation and alleviate the demand of urban construction land.In the legal system has not yet clearly defined the transfer of rural homestead in the case,tried to different types and patterns of rural homestead circulation model,the model involved in the interests of the main and the relationship between property rights adjustment are not the same.How to effectively analyze and summarize the connotation and advantages and disadvantages of different models,how to distribute income and how to improve the profit distribution mechanism and pattern are the starting point of this paper.By determining the reasonable mode of rural homestead circulation,to develop a rational distribution of income distribution mechanism and the pattern of homestead to achieve the rural homestead to participate in market economy and ease the contradiction of urban construction land.In this paper,based on the description of the order of interest in the rural homestead circulation,this paper makes an empirical study on the income distribution of different homestead circulation models,deduces the ideal distribution model of rural house land transfer,and proposes the reform of the distribution of rural homestead circulation.First of all,the results of domestic and foreign research to sort out the core concepts to clarify the interpretation of the transfer of rural homestead revenue distribution of the theoretical basis.Secondly,the author chooses a number of existing cases of rural homestead circulation,describes the representative practices of rural house land transfer income distribution,summarizes the successful experience,analyzes the problems and their causes.Thirdly,on the basis of the theory and practice,the interest order of the distribution of rural homestead circulation is explained on the theoretical level,and the benefits structure of rural house land transfer income distribution is stripped.At the same time,the Sharpley-based mathematical model and the multi-objective two-stage model are used to derive the ideal model of rural house land transfer revenue distribution under two kinds of government-guided and collective-driven situations respectively.Finally,the goal,the principle and the key point of the reform of the income distribution of the rural homestead circulation are put forward in order to guide the reform of the land system in the new historical period.Through the above system research,this paper has made the following conclusions:First,the government-led model is the main mode of the current rural homestead circulation,but should actively promote and give priority to the development of collective-driven rural homestead circulation.Government monopoly of the land market,the government's exclusive right to public resources and the central government's policy support,a strong impetus to the government-led rural homestead circulation.Second,based on the game analysis,the farmer welfare under the perfect competition market is the best welfare standard,and the collective promotion model is better.As a monopolist and rational economic person in the urban and rural land market,the government is deeply involved in and dominates the distribution decision of the transfer of the homestead.The compensation to the peasant household must be lower than the house price under the best welfare standard.The collective-driven homestead circulation model Under the most close to the best welfare benefits standards.It is necessary to give priority to the development of collective-driven homestead circulation model under the overall reform of urban-rural unified construction land market as the main scenario of income distribution of homestead transfer.Thirdly,the government-led model based on improved interval Sharpley can effectively calculate the compensation standard of farmers and the expected share of the government in the exit of homestead,and can achieve a more reasonable income distribution scheme.The collective-driven model based on the multi-objective two-stage model can promote the cooperation between rural collective economic organizations(including farmers)and land users(including agricultural development enterprises,etc.),and achieve cooperative goal of homestead transfer project,Is a high degree of recognition,enforceability of the income distribution program,with a higher impartiality and persuasion.Fourthly,the income distribution in the area of rural homestead circulation is in a more confused state in terms of foundation,purpose,goal,criteria and measures.The overall arrangement of rural land reform should provide an unprecedented opportunity for the reform of the income distribution in the homestead circulation.It is necessary to outline the reform of the distribution of rural residential land transfer from the reform goal,the reform principle and the reform focus.
