Mechanical and electronic industry is a well-developed industry in Taiwan, with matured and living in the core position base on the three science parks for industrial clusters.Integrating the whole supply chain system of upstream, middle and downstream are included which plays an important role in the follow-up development of the whole industry and service industry. However,in recent years, because of many relocation of industry in Taiwan, the close partnership mechanical of electrical industry is facing shortage in original supply chain.Meanwhile, signed ECFA between Chain and Taiwan in 2013 and the global environmental protection which environmental protection regulations strongly be advocated all over the world, thus,it become a critical issue that how the firms to build strategies to adapt to the policy uncertainty of the external environment and achieve the purpose of sustainable development for industry? How to integrate effectively both the companies in upstream and downstream to forming a consensus and mutual alliance which have strong partnership in supply chain to enhance the performance of supply chain in mechanical and electronic industry.Enhance and integrate the performance of supply chain will become the key factor for industry development. This study from the perspective of transaction costs of the electromechanical manufacturers, and mainly deals with the impact of policy uncertainty of external environment and firm-owned asset specificity on the supply chain performance of firms, meanwhile to discusses whether the above impacts will have moderating effect by the partnership. At the same time, this study extends to explore whether the partnership relationship between industry members has a significant impact on the performance of the supply chain. The results will be provided recommendations on industry consolidation and supply chain management for the electromechanical industry. In this paper, structural equation modeling(SEM)is also called Covariance structural analysis is used as a tool which is a methodology based on analytical techniques which applied to analyze for complicated latent variables. Thus, this study developed an integrated SEM mode to analysis and identifies the antecedents of supply chain performance of mechanical of electronic industry in Taiwan.Data collected from 149 companies and this study employed structural equation model to confirm the research structure. The results revealed that the assets specify had a positive influence on both partnership and supply chain performance. However, policy uncertainty had a negative influence on partnership and supply chain performance in mechanical and electronic industry. Finally, this study further examined the moderated effect of partnership and to provide the indirect effects both assets specify and policy uncertainty influence supply chain performance. We provided conclusions and managerial implications of this study. It is suggested that enterprises need to change from competition among individuals to competition among supply chains. The cooperation between machine operators and supply chain should be maintained as long as possible, but not for short-term interests.Reinforce the stable cooperation between companies in industry to maintain the competitive advantage in a competitive environment. Some important managerial implications for managers can be drawn from these findings and are discussed.
