The reform of state-owned enterprises has always been a key area for discussion and research in the theoretical and practical circles.Nowadays,the reform of state-owned enterprises has entered a new stage.Especially after the reform of the state-owned enterprises in the Third Plenary Session of the 18th CPC Central Committee,the CCP Central Committee and the State Council promulgated the"Guiding Opinions on Deepening the Reform of State-Owned Enterprises." The Development and Reform Commission and the State-owned Assets Supervision and Administration Commission of the State Council also formulated the"Opinions on the Development of a Mixed Ownership Economy for State-Owned Enterprises."These documents clarify the direction of reform of state-owned enterprises in the next stage.The reform of state-owned enterprise mixed ownership has gradually become a new trend of state-owned enterprise reform.By 2018,the State-owned Assets Supervision and Administration Commission have issued three batches of "mixed reforms".Although the reform of mixed ownership has become the direction and focus of state-owned enterprise reform,It is also a way to cross the river by feeling the stones.How to promote the reform of mixed ownership in state-owned enterprises is still worthy of further study.At present,the reform of mixed ownership of state-owned enterprises is mainly concentrated on the reform of property rights structure.There is no specific implementation mechanism and path for professional managers to form in the "mixed reform" state-owned enterprises.This will also be an area that the theoretical and practical circles are constantly exploring.The reform of state-owned enterprises(SOEs)is an important field in the transition from planned economy to market economy.It is of great significance to study the internal generation mechanism of professional managers in SOEs in the process of mixed ownership reform for further deepening reform and training high-end talents.This paper tries to divide the internal generating mechanism of professional managers into three aspects:property right structure(environmental elements),governance mechanism(promoting elements)and supporting system(institutional elements)according to the system elements and system elements.On the basis of relevant theories and practices,this paper systematically explores the impact of these three elements on state-owned enterprises.This article mainly divides into seven chapters to study the formation of the internal generating mechanism of professional managers.Specifically,Chapter 1:Introduction.Starting from the background of mixed ownership reform,this chapter introduces the research significance,research ideas,research contents and research methods of this study,and summarizes the innovation of this study.Chapter 2:Theoretical basis and research summary.This paper mainly reviews the property rights theory,corporate governance theory and professional manager theory,and summarizes the current research situation.Chapter 3:The reform of state-owned enterprises and the implementation of professional manager system.Firstly,it reviews the process of the reform of state-owned enterprises and the development of state-owned professional managers.Secondly,it combs the practical process of the formation of professional managers in the process of the reform of mixed ownership of state-owned enterprises in Beijing and Zhejiang Province.Through the dynamic evolution of history and reality,it studies the relationship between institutional elements and institutional elements in the formation mechanism of professional managers.This paper combs and summarizes the policy and practice process of professional managers'generation in local provinces and municipalities in"mixed reform",and finds that the generation of professional managers needs the synchronization of system elements and system elements.Chapter 4:Elements of the Formation Mechanism of Professional Managers in State-owned Enterprises.Based on stakeholder theory,this paper deduces the role of property right structure,governance structure and professional manager system in the process of professional manager's formation with theoretical model,and probes into the logical relationship of the three elements in the mechanism of professional manager's formation.Chapter 5:Research on the effect of the generation mechanism of professional managers.This paper analyses the generation environment,promotion mechanism and the effect of professional manager system on the performance of Listed Companies in state-owned enterprises,and puts forward hypothesis based on it.Then,it empirically studies the influence of three major factors on the performance of enterprises and the interaction between the three factors.Chapter 6:Case study.This chapter takes China Unicom as an example in the first batch of mixed list issued by SASASAC,and analyses how China Unicom constructs a modern professional manager generation mechanism through three aspects.Chapter 7:Conclusions and suggestions.Firstly,according to the theory,empirical analysis and case analysis,the conclusion of the whole article is drawn,and then the countermeasures and suggestions of the formation mechanism of professional managers in "mixed"state-owned enterprises are put forward.Through theoretical research,empirical test and case analysis,it is found that the formation of professional managers of "mixed reform" state-owned enterprises not only requires the improvement of supporting systems,but also requires the rationalization of property rights structure and the improvement of governance mechanisms,so as to form a market economy.Professional managers have the characteristics of"four modernizations".The research also shows that the decentralized property rights structure,the perfect governance mechanism and the introduction of the professional manager system can improve the performance of the enterprise.This shows that the improvement of the enterprise power structure,decision structure and execution structure can have a positive impact on the operation of the enterprise,but the Trinity is the key to ensuring the generation mechanism of professional managers.The research of this paper not only expands the perspective and content of the research on the generation mechanism of professional managers in state-owned enterprises,but also helps to further clarify the tasks and objectives of the establishment of professional managers in the "mixed reform" state-owned enterprises.It provides theoretical and practical basis for the current and future state-owned enterprise mixed ownership reform to promote the sustained and stable development of state-owned enterprises.
