| Land resources utilization in China is guided by planning,for a long time,different departments compile land use planning based on different planning concepts,ideas and objectives for a certain period of time to meet the needs of their departments.However,regional land resources are unique.The common use of land resources in the same region will inevitably lead to confusion in land resources management and inefficient use of land resources.At present,this problem has also been highlighted in the process of land use in China.In order to promote the optimal allocation of land resources and improve the government's ability of space control,in August 2014,a formal paper was issued at the national level to promote"Multiple Planning Integration",and then in January 2019,the Central Committee adopted"Several Opinions on Establishing a Land Spatial Planning System and Supervising its Implementation",and clearly pointed out that integrating space planning into a unified land spatial planning to achieve"Multiple Planning Integration".Academic circles and local governments responded positively.A lot of theoretical research and practice were carried out from the aspects of institutional mechanism and technology,which provided a lot of useful theoretical basis and practical experience for the development of"Multiple Planning Integration"and the construction of land spatial planning system in China.But how can"multi-planning"be"integrated"since"Multiple Planning Integration"has been promoted so far?What path should"Multiple Planning Integration"be realized?No consensus has yet been formed.Since the Eighteenth National Congress of the Communist Party of China,ecological civilization has become the context of China's overall reform.As an important part of the reform of ecological civilization system,"Multiple Planning Integration"needs to be put in the context of the construction of ecological civilization in order to grasp its core meaning.Therefore,under the background of ecological civilization,how to achieve"Multiple Planning Integration"has become a scientific problem that needs to be solved urgently in the construction of land spatial planning system in China.So it is of great theoretical and practical significance to study the realization path of"Multiple Planning Integration"under the background of ecological civilization.Based on this,this study firstly summarizes the relevant research at home and abroad,analyses the domestic research results of"Multiple Planning Integration"and the related research of space planning system in foreign developed countries,and summarizes the research progress,reference significance and research deficiencies.Secondly,the enlightenment of ecological civilization to the work of"Multiple Planning Integration"is systematically analyzed,and the way of ecological civilization participating in"Multiple Planning Integration"is put forward.Finally,the path of realizing"Multiple Planning Integration"from the perspective of ecological civilization is constructed and Yiyuan County of Shandong Province is taken as an example to practice the path.This study provides theoretical basis and methodological support for the realization of"Multiple Planning Integration"from the perspective of ecological civilization and constructing scientific land spatial planning system.The main conclusions of this study are as follows:(1)The essence of"Multiple Planning Integration"is to solve the conflicts among different plans caused by the inconsistency of planning ideas,planning objectives and planning principles.As ecological civilization is the context of the current overall reform in China and"Multiple Planning Integration"is an important part of the reform of ecological civilization system,the concept of ecological civilization should become the guiding concept of"Multiple Planning Integration".Guided by the concept of ecological civilization,"Multiple Planning Integration"should take into account the implementation of ecological protection objectives and socio-economic development goals,so as to change the traditional planning of the phenomenon of attaching importance to economy and ecology.And"Multiple Planning Integration"should strictly follow the principle of ecological priority,giving priority to the implementation of ecological protection objectives.At the same time,the realization of"Multiple Planning Integration"should be based on the principles of comprehensiveness and operability,ecological priority and social-economic-ecological coordination,key elements guarantee,combination of rigidity and elasticity,regionality and universality,and relative stability.(2)From the perspective of ecological civilization,"Multiple Planning Integration"can be achieved through technology realization path and space control coordination path.Among them,the technological realization path mainly includes four aspects:coordinate unification,planning period unification,land resources quantity distribution unification and space control zoning unification.(3)The fundamental purpose of"Multiple Planning Integration"is to achieve scientific management and control of land resources,so ecological civilization should participate in and guide the scientific management and control of land resources in the"Multiple Planning Integration",which mainly includes two aspects:land resources allocation science and the space control science.From the perspective of ecological civilization,land resources allocation science in"Multiple Planning Integration"should be embodied in priority should be given to determining the scale of ecological protection red line and delineating ecological protection red line in the process of allocating land resources,and taking ecological protection red line as the bottom line of land use in various plans.The scientific allocation of land resources based on"Multiple Planning Integration"should also be reflected in the full consideration of regional carrying capacity in the process of realizing the goal of social and economic development.From the perspective of ecological civilization,the science of"Multiple Planning Integration"space control should be embodied in giving priority to rigid control over the ecological protection red line,and rigid control over the control zones for ensuring the realization of various social and economic development goals.On this basis,the flexible management of"Multiple Planning Integration"should be realized based on the criteria of maintaining ecological balance and ensuring the overall value of regional ecological services.(4)Based on the traditional ecological footprint theory and the ecological service value of different land use types,this study constructs an improved ecological footprint method based on the task of"Multiple Planning Integration"socio-economic development goals,the scale of different land use types and their ecological service value,which can provide method support to connect spatial planning and development planning as well as the scientific allocation of land resources in"Multiple Planning Integration"from the perspective of ecological civilization.Ecological footprint reflects the development status of social and economic development goals and the occupancy status of ecological value of land ecosystem;Eco-carrying capacity reflects the supporting state of land resource allocation scheme to the goals of social and economic development and the supply state of ecological service value;And a more reasonable distribution of social and economic development should be formed at the bottom of ecological balance.(5)According to the technology realization path and space control coordination path in"Multiple Planning Integration"from the perspective of ecological civilization,this study determined that the reasonable allocation scale of ecological protection red line,cultivated land,garden land,woodland,grassland,water area and construction land in Yiyuan County at the end of the 13th Five-Year Plan period is 41408.56hm~2,31509.56hm~2,38810.73 hm~2,12296.70 hm~2,10678.18 hm~2,3684.30 hm~2,12109.12 hm~2.Based on the above-mentioned scale data,referring to the evaluation results of cultivated land protection suitability and construction land suitability as well as the predicted scale of different land types at the end of planning period,and taking the implementation of the traditional rigid index of land use as the premise,the rigid and flexible control zones in the13th Five-Year Plan period of Yiyuan County are delineated.Among them,the types of land used in the elastic control area include cultivated land,garden land,forest land and water area.In the rigid control area,the key point of ecological protection red line regulation is to give full play to the ecological advantages of Yiyuan County,and to implement the strictest control measures for all kinds of ecological control elements in the ecological protection red line,so as to ensure that the scale and function of the ecological protection red line are not reduced.The key control points of various social and economic development scale guarantee zones and land use rigid index control zones are to ensure the scale guarantee and carrying capacity of the relevant land types in the control zones to the task of social and economic development objectives of Yiyuan County.The object of flexible regulation is cultivated land,garden land,woodland and waters with ecological surplus.According to the ecological services value per unit area of different land use types,it is suggested that construction land and garden land be reduced to supplement grassland to support the realization of animal husbandry development goals,and that water area be reduced to supplement the ecological protection red line occupied.After adjustment,there are still ecological surpluses in cultivated land,garden land and woodland in Yiyuan County.The surplus can be unified as a"Multiple Planning Integration"flexible control zone,and used for the unpredictable land demand of social and economic development in Yiyuan County. |
