Rural Homestead Withdrawal Mechanism Research In Tangshan City

The fast developing urbanization and industrialization in Tangshan city created huge demand of construction lands.However,there comes to a serious contradiction between it and the red line of farmland protection and extensive cultivation of rural construction lands.The rural homestead plays an important role in the rural construction lands,so orderly exit the rural homestead can relieve the contradiction of population and lands,and provide a significant material support to Tangshan city’s economic development.Therefore,Tangshan city has to establish an effective rural homestead withdrawal mechanism.Through questionnaire survey and field investigation,this research gathered the rural homestead withdrawal information and peasant households’ willingness information in Tangshan city’s research areas.Through analysis,there found four main reasons of Tangshan city’s rural homestead withdrawal.Firstly,the current rural homestead withdrawal policy has weakly incentive effect on the withdrawal activity.Secondly,the non-standard land use direction after homestead withdrawal disturbs the progress of rural homestead withdrawal activity.Thirdly,the inequity rural social welfare treatment increases peasant households’ unwillingness to corporate with homestead withdrawal.Fourthly,the disorderly use of rural homestead has a bad effect on the village appearance.So the rural homestead withdrawal effect is not as ideal as expected.Then,by use of index analytical method and quantitative analysis method,this research analyzes plentiful documents and draws the salutary experience of rural lands transaction of domestic and overseas for reference.Based on the equity theory and externality theory it combines the practical problems in Tangshan city’s rural homestead withdrawal activity.It puts forward to the scientific and reasonable suggestion of establishing the “four-wheel drive” rural homestead withdrawal mechanism: the restriction mechanism,the incentive mechanism,the safeguard mechanism,and the supporting mechanism.By integrating the “four-wheel drive” mechanism,this research hopes to integrate the rural lands and to overall plan the urban and rural construction lands.
