Construction And Improvement Of Compensation Mechanism For Rural Homestead Exit

As China's economic rapid development,China's urbanization process has been promoting,also exposed the problem of shortage of land for urban construction,at the same time there are a large number of idle rural housing land,no effective use,and it also makes the contradiction between supply and demand of urban and rural construction land in deepening unceasingly,it also hindered the process of China's urban and rural integration.House-site in the countryside is one of China's affordable housing policy,its stability and development of rural society has played a very big role,but with the rural labor force to towns,rural housing land demand in rural housing land idle problem increasingly serious,hampered the rural and the development of China's economy as a whole,and the original system of house-site in the countryside has been unable to adapt to the development of China's status quo,be badly in need of a complete and efficient system of house-site in the countryside to solve the problem of the current rural land idle,to follow the farmers own willingness to understand farmers own needs,build a scientific,reasonable and effective exit the compensation mechanism of house-site in the countryside,Encourage farmers to take the initiative to withdraw from the homestead,and enable rural land to be effectively used and transferred,so as to improve the overall economic level and overall welfare of rural areas,solve the contradiction between urban and rural construction land supply and demand,and promote the integrated development of urban and rural areas.Based on the field investigation of rural homestead reform and withdrawal compensation of rural homestead in jinzhai county,this paper analyzes the problems and contradictions exposed by the withdrawal compensation mechanism of rural homestead,and discusses the external environmental factors and internal influencing factors that prompt farmers to voluntarily and compensatively withdraw from homestead.The purpose is to strengthen the government's reasonable guidance,follow the premise of voluntary farmers,and strive to improve farmers' initiative to withdraw from homestead,realize the intensive use of rural land,and promote the development of rural economy.This paper firstly summarizes the research progress of withdrawal and compensation of rural homestead at home and abroad,and clarifies the research purpose,significance,content and technical route of this paper.Based on property right economics theory,institutional change theory and urban-rural integration theory,this paper theoretically analyzes the change of rural homestead system and the factors affecting the withdrawal of rural homestead.Then,based on the field research in jinzhai county,the construction path of the withdrawal compensation mechanism of rural homestead was established and the demand of farmers for the withdrawal compensation mechanism in jinzhai county was analyzed to find out the existing problems in the withdrawal compensation mechanism of rural homestead.Finally,by referring to the practical results of withdrawal compensation of rural homestead in other regions,this paper puts forward policy Suggestions for improving the withdrawal compensation mechanism of rural homestead,and provides reference for other regions to establish and improve the withdrawal compensation mechanism of rural homestead.
