| Urbanization,originated in the transition of agricultural population to non-agricultural population as a result of human social productivity upgrading,has always been attached great importance to by our central Party and government authorities in the process of reform and opening up in China.Important directions on urbanization have been put forward in the 18th National Congress of the Communist Party of China,its third plenary session,and the Central Party's working conference on urbanization(2013).Hebei Province therefore has launched The Advice on Promoting Urbanization by Hebei Provincial Party Committee and Heibei Provincial Government(2013)under the background of the "integrated development in Beijing-Tianjin-Hebei regions",and "green economic circle around Beijing".Since Huailai County of Hebei Province is located in its hinterland,very close to Beijing,it is of vital significance to explore the new advance type of urbanization in the County as a research object in the coordinated development of Beijing-Tianjin-HebeiThe fundamental state and characteristics of Huailai County urbanization is defined on account of the basic theory of urbanization.On this basis,first of all,through establishing an index system of the new urbanization level and using the factor analysis model,three aspects were analyzed,including the development history of Huailai County urbanization,the comparison with the adjacent regions in their urbanization,and the comparison of urbanization in various towns.Secondly,an index system of influence factors of urbanization was created from the endogenous factors,outgoing factors,market factors,to policy factors.Thereforethe various influence factors in the new urbanization process were defined by grey correlation analysis model.Then,based on the evaluation of the urbanization level and the influence factors of the urbanization of the county,its opportunities and challenges were analytically decided.In addition,quantitative analyses on Huailai farmers' willingness of urban migration and their influence factors,based on the micro perspective of farmers' cognition about urbanization,were conducted with binary logistics regression in the study areas of the county,such as the 6th Jie-Cun village,all together 11 villages of five townsThe results showed that Huailai County urbanization level has been remarkably and stably improved in the past decade.This level is higher than that of Zhangjiakou City when surrounding places were investigated,but lower than that of entire Hebei Province and far lower than that of Yanqing County of Beijing and other parts of Beijing;To contrast the townlets within the County itself,there has been a fairly good development in Shacheng,Xinbao'an,Donghuayuan and Dahuangzhuang,while the level is comparatively low in Tumu,Guanting,Beixinbao,Xiaonanxinbao,Xibali and Cunrui.As the urbanization development factors in Huailai County were inspected,policy factor affected most dramatically,which is followed by endogenous factors,outgoing factors and market factors successively.Huailai County enjoys a superior location,increasingly reasonable town layout,and the urbanization advantages in local industry,available talent and labor resources;by contrast,it is facing the problems of unreasonable spatial distribution between county industrial structure and town and its townlets,the awaited reinforcement of foundation for new urbanization,the prominent challenge of "citizenization".In terms of farmers' willingness of migration from rural to urban areas,those with a large family population,possible land transference opportunities,comparatively high educational degree and believing that housing price is higher than village one,want to move to urban residence;on the other hand,however,Farmers who are older,receive more family income from farming,better rural infrastructure and believing that their children are hard to have an access to urban education,will be reluctant to immigrate to urban areas.Based on the research data,and considering the experience and practice of new urbanization in Britain,the United States,South Korea,Brazil,as well as the domestic locations such as Chengdu of Sichuan Province,Guangdong Province,south part of Jiangsu Province,Wenzhou of Zhijiang Province,the design of new urbanization approach of Huailai County is proposed,ie.to perfect urban infrastructure construction and urban functions;to have an overall urban planning and urban-rural-integrated construction;to development key industries and implement green development;to insist on innovation,to improve the market incentive and to increase government supports.Furthermore,by making strategy and planning,providing facilities and services,strengthening supervision and management,establishing reform system and policy,the healthy development of the urbanization may be promoted in Huailai County. |
