| Since the last century,the trend of global integration has showed a continuous enhancement and the trend of regional economic integration and regional economic cooperation has increasingly strengthened.At the same time,new regionalism theory also presents brand-new management theory and method.How to promote the specialization and efficiency of regional comprehensive governance in China through the new regionalism theory,and then realize the unification of regional development and local development,which is the major issue that needs to be studied and solved in developing the economy of the border region..In regional economic cooperation,cross-border economic cooperation zone is a new cooperation mode.Yunnan is the key province which is the frontier area of southwest inland.Yunnan and Vietnam are speeding up cross-border economic cooperation and the construction of cross-border economic cooperation zone and remarkable achievements have been made in opening wider to the outside world and realizing coordinated development of regional economies.But there are some urgent problems to solve and challenges to meet.Therefore,it is necessary to evaluate the performance of Yunnan-Vietnam cross-border economic cooperation and establish a targeted governance framework and system.On the basis of theoretical research,this paper selects and constructs a set of quantitative analysis methods which reflect the new regionalism,take Yunnan-Vietnam cross-border economic cooperation as the empirical object,evaluate the performance of cross-border economic cooperation quantitatively.The present situation and existing problems of cross-border economic cooperation between Yunnan and Vietnam which are based on the viewpoint of new regionalism and space governance are discussed in this paper in detail.The influence mechanism of crossborder economic cooperation especially the governance structure is systematically explained in this paper.Combined with the empirical object of Yunnan-Vietnam cross-border economic cooperation zone,this paper tries to construct the framework and system of cross-border economic cooperation governance.This paper consists of seven chapters.First chapter is the introduction which describes the research background,main problems,research emphases,research methods and technical routes of this paper.The second chapter is about the theoretical basis of cross-border economic cooperation in border areas and reviews relevant theories of cross-border economic cooperation in border areas including the theory of cross-border economic cooperation in border areas,regionalism theory,and regional logic theory of crossborder economic cooperation.The third chapter analyzes the progress and status of cross-border economic cooperation between Yunnan and Vietnam.Progress and characteristics of crossborder economic cooperation between Yunnan and Vietnam are analyzed in this chapter including the realization basis of cross-border economic cooperation between Yunnan and Vietnam,the main progress of cross-border economic cooperation between Yunnan and Vietnam,and the mode and characteristics of cross-border economic cooperation between Yunnan and Vietnam.The realistic foundation of the construction of the cross-border economic cooperation zone between China's hekou and laojie in Vietnam is also analyzed.The fourth chapter explains the performance of cross-border economic cooperation between Yunnan and Vietnam.Firstly,the degree of trade association between Yunnan and Vietnam is calculated by using the index of trade integration degree,and then the performance evaluation index system and model of cross-border economic cooperation under the perspective of new regionalism are constructed.After that,the performance measurement method of cross-border economic cooperation is determined.The next step is to evaluate the effect of economic cooperation from three perspectives: static,dynamic and spatial effects.At the same time,the institutional constraints of Yunnan-Vietnam cross-border economic cooperation are analyzed.The fifth chapter is the theoretical analysis of the cross-border economic cooperation between Yunnan and Vietnam.The operational framework and main problems of Yunnan-Vietnam cross-border economic cooperation are analyzed from the operational mechanism of cross-border economic cooperation,main problems of cross-border economic cooperation,and the governance structure of cross-border economic cooperation.The sixth chapter expounds the construction of regional governance system of Yunnan-Vietnam cross-border economic cooperation.From the three aspects of regional governance of cross-border economic cooperation in border areas,regional governance structure of cross-border economic cooperation between Yunnan and Vietnam,and strategies to promote the governance system of cross-border economic cooperation between Yunnan and Vietnam,this paper discusses the construction of regional governance system of cross-border economic cooperation between Yunnan and Vietnam,and puts forward specific Suggestions on regional governance of crossborder economic cooperation between Yunnan and Vietnam.The seventh chapter comes to the conclusion by discussing the innovations and deficiencies as well as putting forward the prospects for future research.The innovation of this paper lies in that based on the theory of frontier economic cooperation at home and abroad,this paper adopts the new regionalism governance theory to analyze the problems in the development of Yunnan and Vietnam border regions in China,and expounds the goals,ideas and practical significance of the development of Yunnan and Vietnam border regions at present.In the process of empirical analysis,based on the analysis of static economic effect and dynamic economic effect,an empirical analysis model and a performance measurement method are constructed,and the policy framework and Suggestions for promoting the cross-border economic cooperation and regional development between Yunnan and Vietnam are put forward by combining the typical cases and successful experience of foreign countries.Based on the empirical study of hekou-laojie cross-border economic cooperation,this paper measures the performance of cross-border economic cooperation and reveals the experience and regularity of hekou-laojie cross-border economic cooperation.On the basis of empirical and quantitative research and from the perspective of new regionalism and spatial governance,this paper puts forward the framework and suggestions for solving the problems such as the breakthrough of institutional and non-institutional constraints in the cross-border economic cooperation between Yunnan and Vietnam and the construction of efficient governance system for the cross-border economic cooperation between Yunnan and Vietnam.This paper provides policy suggestions and theoretical references for Yunnan to accelerate its integration into the national "One Belt and One Road" strategy in the new era,promotes cross-border economic cooperation with Vietnam,Myanmar and Laos,and constructs a new pattern of regional economic cooperation. |
