| The integration of the Yangtze River Delta has officially risen to the national strategy,which will accelerate the development of the regional integration of the Yangtze River Delta and inject strong momentum into the high-quality development of the world-class urban agglomerations in the Yangtze River Delta.The integration of the Yangtze River Delta involves all aspects of the national economy.With the rapid rise of people's living standards and the growing demand for tourism and leisure,the development of the tourism industry in the Yangtze River Delta will also usher in new development opportunities.In the context of the integration policy,exploring the development of tourism in the Yangtze River Delta is of great significance for improving the competitiveness of tourism in the Yangtze River Delta,narrowing the gap in tourism competitiveness,and promoting the coordinated development of tourism.In the analysis of tourism development in the Yangtze River Delta,we cannot ignore the background of integration policies.Firstly,the integration policy provides institutional guarantee for the development of tourism in the Yangtze River Delta.Over the years,the Yangtze River Delta Urban Economic Coordination Meeting and the Yangtze River Delta Tourism Cooperation Joint Conference have issued policies to promote the integration of the tourism industry in the Yangtze River Delta,and to make specific policy arrangements in light of the actual conditions of the integration of the tourism industry in the Yangtze River Delta at different stages."Guiding Opinions on Further Promoting Reform and Opening up and Economic and Social Development in the Yangtze River Delta Region" and "Regional Planning for the Yangtze River Delta Region 2010-2015" further made a detailed strategic deployment in terms of spatial layout,urban functions,industrial development,and infrastructure construction.Secondly,international experience provides a basic reference for policy promotion of the integration of the tourism industry in the Yangtze River Delta.The EU is an internationally leading region for the integration of tourism industry development.Its relevant policies for the integration of tourism industry have achieved good results and have a high reference value for the international integration of tourism industry integration in the Yangtze River Delta.Thirdly,China's management system determines the key role of policy.China's vertical inter-provincial central relations have an important impact on China's administrative efficiency.This kind of singular and centralized administrative system determines that the integration of tourism industry needs to be guided by the government to achieve practical results.Fourthly,The low contribution of tourism industry and the uneven development have put forward higher requirements for the development of tourism in the Yangtze River Delta.The proportion of total tourism revenue in the three provinces and one city in the Yangtze River Delta has been at a low level,and the proportion of total tourism revenue in GDP in Shanghai has declined in recent years,requiring relevant industrial policies to further enhance the economy contribution rate of the tourism industry in the Yangtze River Delta region.In the theoretical analysis framework,this paper first defines the concepts of tourism integration,tourism integration policy,tourism competitiveness,and tourism synergy development,and clarifies the internal relationship between different concepts.The mechanism of the impact of policies on tourism competitiveness and synergistic development was analyzed,and the model of the impact of policies on tourism competitiveness and synergistic development was constructed.By combing the Yangtze River Delta tourism integration policy,the expansion of the Yangtze River Delta integration members has strengthened the regional influence of the Yangtze River Delta integration policy.The government's main body promoted the innovation and reform of the integration of policy content,and the innovation of policy tools was also promoted.The effectiveness of the policy is constantly being released.The entropy weight method,the index system method and the comprehensive efficacy method were used to calculate the competitiveness level of the tourism industry,the competitiveness gap and the coordinated development of tourism in the Yangtze River Delta.Empirically on the competitiveness level,competitiveness gap and coordinated development of tourism in the Yangtze River Delta under the background of different integration policies.Through the empirical paper,the following conclusions are drawn:1.The tourism association and special policies issued by the conference have significantly promoted the improvement of tourism competitiveness in the Yangtze River Delta.The promotion of the tourism special policy issued by the Tourism Joint Conference is slightly greater than the tourism related policy issued by the Mayor Joint Conference.However,Guidance and regional planning have not significantly improved the competitiveness of tourism in the Yangtze River Delta.Strong economic strength,optimized industrial structure,high degree of openness to the outside world,perfect tourism transportation construction,rapid technological progress,and high level of industrial agglomeration all had a positive impact on the competitiveness of the Yangtze River Delta tourism industry.2.Whether it is the tourism association and special policies issued by the conference,or the guidance and regional planning,it has effectively narrowed the gap in the tourism competitiveness of the cities in the Yangtze River Delta.The gap in tourism resources quality,economic strength,industrial structure,degree of openness,technology level,and industrial agglomeration will lead to an increase in the competitiveness gap of tourism industry.Tourism traffic is no longer an important factor affecting the competitiveness gap of tourism industry in the Yangtze River Delta cities.3.The tourism association and special policies issued by the conference promoted the coordinated development of tourism in the three provinces and one city of the Yangtze River Delta,and the role of guidance and regional planning is not obvious.The lager gap of the economic base,the proportion of the tertiary Industry,the degree of opening up,and the level of tourism and transportation development has hindered the coordinated development of the tourism industry in the three provinces and one city of the Yangtze River Delta.The innovations of this article are:(1)Closely integrate the policy background system and discuss the key issues of tourism development in the Yangtze River Delta.Based on the integrated policy background,this paper analyzes the tourism competitiveness and coordinated development of the Yangtze River Delta,and combines the background of the times with all aspects of tourism development in the Yangtze River Delta,and has a more accurate judgment on the stage characteristics of the research conclusions.(2)The narrowing of the scale of the research object is conducive to the accurate evaluation of the effect of the policy.This paper takes 35 cities in the Yangtze River Delta as the research object,and discusses the impact of different types of tourism integration policies on the tourism competitiveness and coordinated development of the three provinces and one city in the Yangtze River Delta.On the one hand,we can gain an in-depth understanding of the changes in tourism competitiveness and coordinated development of the three provinces and one city in the Yangtze River Delta before and after the introduction of policies.On the other hand,it will help to grasp the linkage development relationship between the three provinces and one city in the Yangtze River Delta before and after the introduction of the integration policy.(3)The intrinsic relationship between tourism integration policy and tourism competitiveness and coordinated development has been clarified.This paper analyzes the impact mechanism of tourism integration policy on tourism competitiveness and coordinated development,and constructs the impact model of tourism integration policy on tourism competitiveness and synergy development,further clarifying the inherent relationship between different concepts and laid the theoretical foundation for the empirical part.This article looks into the future of research:(1)The definition of different concepts and the relationship between different concepts are the content that needs to be perfected in the theoretical analysis framework.(2)The impact mechanism and impact model of tourism on tourism competitiveness and coordinated development can be further deepened.(3)In the context of integration policy,it is necessary to pay attention to the timeliness of integration policies to obtain more inspiring conclusions.(4)Paying attention to the improvement of tourism competitiveness,the narrowing of the competitiveness gap,and the extension of the coordinated development of tourism to economic,social and cultural phenomena will promote the great progress of existing research. |
