A Study On The Mode Of Resource Allocation In Beijing-Tianjin-Hebei Cooperation

February 26,2014,General Secretary of the CPC Central Committee,State President,Central Military Commission Chairman Xi Jinping held a symposium in Beijing,to listen to the Beijing-Tianjin-Hebei cooperation and development work report,emphasis on Achieving the Coordinated Development of Beijing,Tianjin and Hebei.In the meeting,Secretary General learned to promote the Beijing-Tianjin-Hebei cooperation with the development of seven points.Among them,the seventh point on the Beijing-Tianjin-Hebei cooperation and development of resource allocation has made important instructions,that is,efforts to accelerate the process of market integration,determined to get rid of restrictions on capital,technology,property rights,talent,labor and other factors of production free flow and the optimization of the various institutional mechanisms of obstacles,to promote the various elements in accordance with the laws of the market in the region free flow and optimal allocation.Beijing-Tianjin-Hebei metropolitan area since the proposed and did not make a breakthrough,not only the factors of production flow is poor,and because there is a strong administrative intervention,resource allocation has been extremely uneven,gradually formed a Beijing side of the dominant situation.From the perspective of capital elements,the flow of capital elements is of great significance to promote the growth of the national economy and narrow the gap between the people and the state.And the Beijing-Tianjin-Hebei coordinated development is based on the Beijing-Tianjin-Hebei three co-ordination,mutual cooperation on the basis of,that is to say how the Beijing-Tianjin-Hebei three areas through a reasonable division of labor,breaking the flow of resources barriers,interoperability,to achieve three synergies and common development.By studying the allocation of capital elements in the development process of Beijing-Tianjin-Hebei,the current situation of flow can be seen from one aspect.What is the great advantage of Beijing-Tianjin-Hebei,but the development of two metropolitan areas in the Pearl River Basin and the Yangtze River,in order to find out the problems that exist,to promote the rational allocation of capital elements in the three places,and promote the harmony and progress of the whole region.Therefore,from the capital elements,capital flows in this area to study the development of the region has a positive meaning.For the attention of the labor force,since ancient times is a hot topic,from the feudal society harsh household registration system,limit the travel and movement of labor,resulting in the Chinese people re-living habits,to the increasingly deepening of today's industrialization,the gradual evolution of urbanization,people are more and morefrequent exchanges and population movements.Labor resources is one of the most subjective dynamic factors of production,how much it is,how much the structure,the cost price,and the level of hierarchy have a significant impact on the configuration of the element and the efficiency in the production activity.And technical resources,including institutions of higher learning,scientific research institutions;Human capital,such as educational institutions,and innovation-related talents;Social environment,such as innovation culture,national,local macroeconomic policy system.In view of the above three kinds of resources,there are three different voices in politics——Market-led,government-led,both of them.In my opinion,to return the allocation of resources to the market,otherwise it is difficult to change the original administrative configuration imbalance.Whether from a regional perspective or from the perspective of promoting urbanization,Beijing-Tianjin-Hebei integration development can be regarded as a top priority.Hope that through the integration of Beijing,Tianjin and Hebei for the development of other cities,regional development to provide a successful model and institutional exploration.And to achieve the central as "on the 1st project",the Beijing-Tianjin-Hebei cooperation and development,it is necessary to coordinate the relationship between the market and the government,can not give up the fundamental guiding role,at the same time,as soon as possible to implement the market in the allocation of resources in the decisive role,will be more power to the market.This paper,through the investigation and research on the current situation of capital resources,labor resources and technical resources in the process of coordinated development of Beijing,Tianjin and Hebei,depth excavation of Beijing-Tianjin-Hebei cooperation in the process of development of resource allocation problems,to strive for Beijing-Tianjin-Hebei to better,faster and more convenient to achieve coordinated development to help.
