Since the US financial crisis in 2008,under the influence of unfavorable international and domestic trade conditions,while the slowdown in the overall economic growth of the developed countries led to the shrinkingof demand,the trade advantages of developing countries,especially emerging countries,have been highlighted.However,the domestic labor costs and environmental costs have continued to increase,the transformation and upgrading of industrial structure have come under greater pressure,andthe growth of China's foreign trade has declined significantly.At the same time,the scale of cross-border e-commerce transactions is rising rapidly and is referred to as a “new engine of foreign trade” by the industry.As a rising force,cross-border e-commerce currently lacks systematic study.To this end,it is of great practical significance to thoroughly analyze the theoretical basis of the relationship between cross-border e-commerce andimport and export trade,deeply explore the specific relationship between cross-border e-commerce and import and export trade in practice,and analyze the trends of the development of cross-border e-commerce.The paper makes an extensive comparison of the concept of cross-border e-commerce in the context of academia,relevant policy systems and industry practices,and puts forward that the connotation of cross-border e-commerce is an ecological system.Specifically,cross-border e-commerce refers to an international trade way that the enterprises or individuals belonging to different customs frontiers complete the trade matching,capital settlement and delivery of goods and services by making use of Internet platforms.Based on classical international trade theories,the paper concludes the internal relationship between cross-border e-commerce and import and export trade,that is,cross-border e-commerce can expand the depth and breadth of import and export trade,changeits pattern and improveits efficiency.Thus,the hypothesis that cross-border e-commerce can promote import and export trade is delivered.The paper respectively collates relevant data on national level,city(regional)level and enterprise level,uses gravity model,difference-in-difference(DID)and other methods to empirically analyze the relationship between cross-border e-commerce and import and export trade,and reaches several conclusions including that the higher the development level of cross-border e-commerce in both sides ofimport and export trade,the more it can stimulate the growth of bilateral trade between the two countries,that the faster the development of cross-border e-commerce,the greater it can expand the import and export trade of the region(city),and that the properer the enterprises applying the cross-border e-commerce,the better it can enhance the performance of import and export trade.The paper comprehensively analyzes and summarizes the characteristics and trends of the development of cross-border e-commerce(electronic-commerce)in China and other major countries worldwide,and believes that cross-border e-commerce has a bright development prospect and will have a profound influence on import and export trade.The paper recommends the following policy options in view of the obstacles faced by China's enterprises in applying cross-border e-commerce and related issues in the development of cross-border e-commerce industry.First,continuouslystrive to improve the infrastructure construction to meet the needsof the development of cross-border e-commerce and nurture the growth momentum of e-commerce.Second,steadily push forward the reform of the management pattern to adapt to the developmentlaw of cross-border e-commerce and enhance the level of trade facilitation.Third,actively promote the formation of international trade rules that fitin the development of cross-border e-commerce and establish an international framework for e-commerce.
