RCEP,as a bridge and link connecting domestic and international dual circulation, will strengthen the economic and trade relations between China and RCEP member countries, optimize trade structure, and stimulate the development of new forms of foreign trade in China, when it officially takes effect.Cross-border e-commerce,as the most representative new form of foreign trade, reflects the driving and leading role in foreign trade with its rapid development. Therefore, analyzing the impact of the development of cross-border e-commerce on bilateral trade between China and RCEP member countries will help promote China’s high-level opening-up to the outside world, accelerate the construction of a new development pattern, and achieve high-quality economic development.Based on transaction cost theory, long tail theory and heterogeneous enterprise trade theory, this paper analyzes the influence mechanism of cross-border e-commerce development on import and export trade. The principal component analysis method is used to measure the development level of cross-border e-commerce in RCEP countries from 2010 to2020.On this basis, the panel data of RCEP member countries are used to empirically study the impact of cross-border e-commerce development level on bilateral trade between China and other RCEP countries, and to test the mediating effect of cross-border e-commerce on bilateral trade. The study found that the development level of cross-border ecommerce in RCEP member countries is quite different;the trade promotion effect of cross-border e-commerce is significant;trade costs play an intermediary role between cross-border e-commerce and trade growth. At present, there are problems in the development of cross-border e-commerce in China in terms of business environment,cross-border logistics, brand building and human resources. This paper puts forward targeted countermeasures and suggestions from the aspects of optimizing business environment, improving cross-border logistics system, attaching importance to cross-border e-commerce brand building, and improving cross-border e-commerce talent training,so as to comprehensively improve China’s cross-border e-commerce development level and maximize its effectiveness.
