| In the past few years, the rapid expansion of the domestic digital technique has infused new dynamics into the cross-border e-commerce industry. The increase rate of gross cross-border e-commerce trading has climbed from 50% in 2013 to 13.6% in 2021,and the percentage of gross cross-border e-commerce trading in the total import and export trade has also risen from 12.2% in 2013 to 26.3% in 2021.Cross-border ecommerce is playing an ever more vital role in the foreign trade sector and has become a new driver for the growth of the foreign trade industry. In purpose to better boost the development of import and export trade in the western region of China, this paper will conduct an in-depth study of the relevant domestic and foreign literature to explore the impact of the development of cross-border e-commerce on trade. We will propose some new proposals by integrating transaction cost theory, agglomeration economy theory and trade facilitation theory. The purpose of this paper is to set up a comprehensive evaluation index system by analyzing the development level of cross-border e-commerce and the present status of import and export trade development in 11 provinces in the western region of China, based on three aspects: the level of economic development, the use of intensity of cross-border ecommerce and the basic service capacity, and using global principal component analysis to evaluate the development level of cross-border e-commerce in these regions,as well as the development of their import and export trade in-depth study, with a hope to better promote the development of cross-border e-commerce in the western region.Through this empirical analysis,we discovered that the development level of crossborder e-commerce has a crucial impact on the export trade. We use the PVAR model to study the development of cross-border e-commerce in 11 provinces and cities in the western region from 2013-2021 and draw conclusions. After the study,(1)we realized that CBE can boost the growth of import and export trade by cutting down transaction costs.(2)In the central western region of China, the development of cross-border e-commerce is on the upsurge, but there are still disparities between provinces and municipalities. In Addition, the concentration of import and export trade in the western region is high and the development is uneven.(3)While the level of cross-border e-commerce development has a relatively obscure impact on import trade, the level of cross-border e-commerce development in the western region has a beneficial impact on export trade. In the short-term,the development of crossborder e-commerce may boost the increase of export trade, but it can only drive the growth of export trade in a steady way when the development level of cross-border ecommerce has reached a specific level.(4)As the development level of cross-border ecommerce rises, the increase in import and export trade achieves 14.4%,whereas the growth in export trade amount amounts to 10.3%,which shows that the impact of the rising development level of cross-border e-commerce on export trade volume is much greater than that of export trade amount of growth. The corresponding policy advice based on the findings of the studies: build brand advantages by combining regional resource terms;promote the building of infrastructure and improve cross-border paying laws and regulations;improve the IT level and emphasize the data sector;promote cross-border e-commerce industrial cluster and boost trade restructuring and upgrades. |
